Public Speaking Period:

Miss Jay Pullan spoke in connection with a proposed planning application she was making and in respect of which she gave the Council a written statement

Mrs. Shann Rodgers drew the Council’s attention to a Mobile Hairdresser who was parking in St. Piran’s Hall car park on Fridays. Cllr Nicholas will look into this.

Mrs. Bridget Macaulay spoke in favour of the planning application PA14/12109 that she and her husband were making.

Councillors Reports:

3a Councillor Nicholas’ Report.

Cllr Nicholas reported that:

  • (a) there have been problems with the phone lines of some residents in Goldsithney. They have been without a service since before Christmas and have had little luck in getting BT to cure the problems. Cllr Nicholas has been able to speak to senior officials and it is hoped that work to repair an underground fault will begin tomorrow. Cllr Strawson drew the Council’s attention to similar problems in Perranuthnoe
  • (b) Highways. It has still not been decided what highways schemes will be supported and which not. No progress can therefore yet be made.
  • (c) Litter and dog bins. She has spoken to James Hardy, the Community Network Manager, and the problem is one of cost. There isn’t just the cost of providing the bins, but there are also the “on costs” of emptying them.
  • (d) Cllr Keskeys and Cllr Nicholas had recently met Ms Bernie Wills of PCDT and Mr. Andy Moore of the Village Hall committee with regard to the Youth Club. PCDT’s funding is being reduced by 40% and then down to nothing. As they need help she and Mr. Moore would like to come and address the Parish Council and the clerk was asked to invite them to come at 19.00 hours on 5th March, before the next meeting. Mr. Moore will look into there being one Village Committee, under which other sub-committees would operate, such as the Village Christmas Lights and the Charter Fair.

b) Crime report. The clerk read out the January Crime report he had received, as follows:

Crime figures for the period 1st to 31st of January 2015.

For the above-mentioned period, there have been 3 crimes reported compared with 0 for the same period last year.

1 X Burglary dwelling – Officers are investigating a report of burglary to a property in North Road, Goldsithney. Entry was gained by forcing a door, jewellery and cash was stolen. This was committed sometime between Saturday 3 and Sunday 4 January 2015. If you have any information which may relate to this please phone 101 quoting crime CR/001021/15. Thank you.

1 X Public Order offence – On the 4th an adult male was verbally abusive to another adult male at Fore Street Goldsithney causing alarm and distress. Matter was dealt with by way of Restorative Justice.

On the 21st between 1530 and 1730 hours a meat hamper was stolen from the door step of a dwelling at Meadow View, Goldsithney. CR/006695/15 refers.

c) Other Councillors’ Reports

Cllr Griffiths drew the Council’s attention to a pamphlet that had been handed to an 87 year old Parishioner just before her hip-replacement operation and which had caused her great anxiety. Cllr Nicholas will look into this and Cllr Griffiths gave her the pamphlet in question

Cllr Strawson reported that the defibrillator training had been advertised on the Perranuthnoe Village website and that she had had some volunteers come forward for training.

Minutes of the last meeting:

It was proposed by Cllr Jago and seconded by Cllr Keskeys that the Minutes of the Meeting held on 8th January 2015 be signed, subject to the alteration of “15” to “30” in the last line of item 5 on page 2. This was unanimously approved, but with Cllr Nicholas abstaining as she was not then present.

Item 5

Matters brought forward from last meeting:

a. Defibrillators. The clerk reported that he had been advised that the defibrillators would be fitted on 19th & 20th February. It was agreed that when lists of the 30 volunteer trainees had been put together, their details would be passed to the clerk for forwarding on to Mr. Nigel Row.

b. Neighbourhood Plan. Cllr Scobie reported on the responses to the Neighbourhood Plan questionnaire collated by CRCC. He said that there had been a respectable response and that there are areas that the community would like to see addressed. It was notable that a large proportion of those who had responded to the questionnaire were older and retired people. Cllr Scobie said that there were several questions to be considered before deciding whether to proceed further or not, such as “are there enough volunteers”, “can the plan achieve what the parishioners want”, “is the group clear as to what can be achieved and what cannot.” Cllr Scobie said that there will be costs involved in dealing with a plan and that funding is available up to about £8,000.00 CRCC can help with preparing the preparation of the plan and gaining access to funding. Cllr Scobie recommended (1) the Parish Council should meet with Chloe Pitt (Cornwall Council) and Claire Hurley (CRCC) (2) when finalised, the main report should be posted on the Parish website and (3) CRCC’s invoice should not be paid until the report is finalised. The Council decided that there should be an extra meeting for just the Council on 19th February 2015 so that they could discuss the issues relating to the plan and then decide on whether or not to take it further.

c. Parking Problems in Perranuthnoe and in Goldsithney. There was nothing to discuss as this had been covered in Cllr Nicholas’ report.

d. Dog and Litter Bins. Again, this has been covered in Cllr Nicholas’ report

e. Playground. Cllr Keskeys reported that she had received a lot of positive feedback about the renovated playground. The question of seats was discussed. Plastic seats were expensive and would also require a concrete base. South West Play had agreed to construct three benches at a total cost of £210.00 for three seats plus £139.00 plus VAT for their installation. It was proposed by Cllr Wyatt and seconded by Cllr Strawson that South West Play be asked to provide three benches at this price. This was passed unanimously. The question of signage was discussed. South West Play recommends that the equipment should not be used by those over 12, and some of the old equipment is for up to 3 years old use. Cllr Nicholas and Cllr Keskeys will liaise over the wording and the obtaining of the signs. The clerk was asked to contact the Council’s cutting contractor about taking on cutting the playground and about how to clear round the legs, which should not be strimmed.

Plans and Planning Matters:

PA14/12109. Erection of replacement dwelling. Lismore, Perran Lane, Perranuthnoe. Mr. & Mrs. Kenny & Bridget Macaulay. It was proposed by Cllr Scobie that this application be supported. This was seconded by Cllr Jago and carried unanimously but with the rider that Cllr Nicholas supports on the basis of the information now available but reserving the right to change her decision at a later date if further information comes to light (Cllr Nicholas’ Rider)

PA14/07964. Construction of 18 dwellings, including affordable housing provision, creation of an access, formation of estate road and footways and provision of attendant infrastructure. Land off Fore Street, Fore Street, Goldsithney. Mr. A. R. Matthews & J. Sharp. It was proposed by Cllr Griffiths that this application be supported. This was seconded by Cllr Keskeys and carried unanimously, subject to Cllr Nicholas’ Rider

PA14/12050. Outline planning permission with some matters reserved: erection of dwelling and associated works. Land between Tregonning and Eton Cottage, Higher Downs, St. Hilary. It was proposed by Cllr Griffiths that this application be opposed on the basis (1) it was a Greenfield site and (b) the unmade lane is unsuitable for traffic and (c) there is poor access. This was seconded by Cllr Summers and carried unanimously subject to Cllr Nicholas’ Rider (but with “object”, instead of “support”)

PA15/00296. Proposed conservatory to north of property. Rosperran, Well Lane, Perran Downs, Goldsithney. It was proposed by Cllr Scobie and seconded by Cllr Jago that this application be supported. This was passed unanimously subject to Cllr Nicholas’ Rider

PA15/00581. Proposed double garage. Shangri La, Orchard Way, Goldsithney. Mr. & Mrs. C. Hicks. It was proposed by Cllr Jago that this be supported. This was seconded by Cllr Wyatt and carried unanimously subject to Cllr Nicholas’ Rider

PA15/00523. Demolition of existing conservatory and replacement with new single storey extension. Cudden Drift, Trevean Lane, Rosudgeon. Mr. & Mrs. Hunter. It was proposed by Cllr Griffiths that this application be supported. This was seconded by Cllr Wyatt and carried unanimously subject to Cllr Nicholas’ Rider.

Any others received by the time of the meeting on 5th February 2015

PA15/00736. Change of use from agricultural field to meadow with very small area used for vehicular turning space. Field to south of Bosca, Perranuthnoe, Penzance. Mr. Wilson Grant. It was proposed by Cllr Scobie that this application be supported but on terms that a condition as imposed whereby there is no development whatsoever on the Meadow. This was seconded by Cllr Jago and carried unanimously subject to Cllr Nicholas’ Rider

Details of planning permissions granted were noted:

PA14/10686 (and PA14/10687, Listed Building). The Manor Cottage, Fore Street, Goldsithney. Replacement of outbuildings’ roofs, installation of solar panels, refurbishment of soffit boards and guttering, repair of chimneys and re-pointing of walls.

PA14/11103. El Recia, Rosudgeon. Single storey rear extension to replace existing.

PA14/11330. Goon Reith, A394 between Helston Road and Carters Downs, Rosudgeon. Variation of condition 2 attached to decision 09-0856-P dated 28.07.09 – revision to approved plan to allow for amendments to the proposed windows.

PA14/11813. Lobb, Johns Corner, Rosudgeon. Demolition of existing ground floor extension, construction of existing two storey extension (sic), replacement of porch and associated works.

And the refusal of the following planning application was also noted :

PA14/10695. Land E.N.E. of Rospannel, Perran Downs, Goldsithney. Detached new dwelling

Correspondence, telephone calls and other reports:

  • Letter of request for donation from Goldsithney Methodist Chapel. It was proposed by Cllr Jago seconded by Cllr Griffiths and resolved that in pursuance of the power conferred by section 137 of the Local Government Act 1972 and being of the opinion that the expenditure satisfies the requirements of this section and is in the interests of the area or its inhabitants and will benefit them in a manner commensurate with the expenditure, the Council approves the payment to Goldsithney Methodist Chapel of £500.00.
  • Notification from secretary of Village Hall Committee that their AGM is on 9th March at 19.00 hours. This was noted
  • West Penwith Community Town & Parish Forum. The clerk advised that he had attended the meeting on 22nd January and that the Community Network Panel wished to have items on the agenda of concern to Towns and Parishes.
  • Renewable energy consultation DVD. It was noted that this was available.
  • Weed-spraying. e-mail from CORMAC sent on 31.1.15. This was noted
  • E-mail re remembrance memorial (Mrs. Ward’s bench request). The clerk read out the exchange of e-mail he had had with Mrs. Ward, and felt that this was the best that could be done

Cllrs felt they had taken the Acts & Laws into consideration when making decisions.

b. Approve for payment items as listed on the schedule. It was proposed by Cllr Keskeys that the items listed be passed for payment but on terms that payment of the CRCC invoice be held back until the work was completed. This was seconded by Cllr Jago and carried unanimously
