PA20/08452 – Certificate of lawfulness for Existing use: Caravan that has lawfully been lived in since 2008 for full residential purposes – Seaview Road from South Road to Perran Lane Perranuthnoe – Mr Leslie Allen
It was proposed, seconded and carried unanimously that the
Parish Council request Cornwall Council to investigate the claim thoroughly and to avoid as far as possible in creating a precedent for development in this location.
PA20/06363 – Conversion of a garage (more recently used as a workshop/store) to short-term Air BnB/bed and breakfast accommodation – Land and Buildings Adj to 2 Dukes Plot Dukes Plot Primrose Hill Goldsithney – Mr And Mrs D Wilding.
It was proposed, seconded and carried unanimously that the Parish Council objects to this application. Due to the following, it is situated in a position of open countryside and whilst it appears to be redundant and potentially of sound construction, is not of any heritage value or architectural merit and does not meet the criteria set out in the Cornwall Council local plan or the draft Perranuthnoe NDP for the re-development of redundant buildings. The change to a short- term Air BnB from a dwelling makes no difference to the comments above.
PA20/07547 – Application for tree works subject to a Tree Preservation Order: Removal of diseased early mature Acer Pseudoplatnus and replanting of replacement tree – Chynors Access To Trevelyan Lodge Perran Downs Goldsithney – Mr Manuel Selegante-Brao
It was proposed, seconded and carried unanimously that the Parish Council supports the application subject to the tree officer’s comments
PA20/09120 – Construction of two detached dwelling houses – Land East of Seafields Dola Lane Rosudgeon – Mr D and J Button
Cllr Nicholas declared an interest and did not take part in the discussion or vote on this application.
It was proposed, seconded and carried unanimously that the Parish Council objects to this application. On the grounds of the following:1. It is outside of the proposed development boundary for Rosudgeon and would create a dangerous precedent for further development in open countryside. 2. The size and scale of the dwellings is not in character with nearby development. 3.Access to the homes would be off a narrow lane which is not suitable for more traffic 4. The Parish already has a significant number of open market plots with planning consent and Rosudgeon in particular has a significant number of large detached homes either under construction or in with planning consent.
PA20/09107 – Construction of 1st Floor Bedroom Extension – 14 Primrose Close Goldsithney Penzance – Mr Ken Carson. It was proposed, seconded and carried unanimously that the Parish Council supports the application subject to the design, materials and finish complement the existing homes in the area.
PA20/09262 – Application for Approval of Reserved Matters in relation to Decision Notice PA19/10690: Appearance, Landscaping and Scale – Land Adj To Sunningdale Trescowe Road Goldsithney – Mr M Ballard
It was proposed, seconded and carried unanimously that the Parish Council objects to this application. On the grounds of the following: The layout and design of the proposal is inappropriate in the open countryside location. It reiterates its view expressed in relation to application PA19/10690 that the existing Cornish hedge should be enhanced and retained and that the new dwelling(s) should be accessed from the existing driveway, and that no close boarded timber fencing should be used to sub divide the properties. The Parish Council would also prefer to see the development moved further away from the North eastern boundary to maintain as far as possible the rural open countryside feel of Trescowe Lane. Reason: To the rural character of the site and surrounding area, and in accordance with the aims and intentions of policies 2, 12 and 23 of the Cornwall Local Plan Strategic Policies 2010 – 2030; and paragraphs 127 and 170 of the National Planning Policy Framework 2019
PA20/08417 – Convert existing garage to storeroom with internal main bungalow including alteration from flat roof to pitched, alteration to existing extension by installing larger window – 8 Chiverton Way Rosudgeon – Mr Ian Laity
It was proposed, seconded and carried unanimously that the Parish Council supports the application subject to the materials being in keeping with the surrounding estate and the property remaining a single dwelling with no future permitted development rights.
Cllr Nicholas CC Rider – I may change my mind on a planning application if further information comes to light which is not available at this time.

There will be weekly briefings for Town and Parish Councils
There are finance packages available to local businesses and self-employed persons. The businesses will be contacted directly if they pay business rates there have been press releases, details will be made public.
There are emergency food grants available to groups who are providing food in their communities.
West Penwith Community Network link officer can be contacted re the role of our volunteers and coordinators and how they are communicated with in relation to Volunteer Cornwall.
Highways meeting is still in the pipeline but different issues and leave gets in the way but I am wanting this done as soon as possible.
People need to be aware that breaches of planning regs etc are still being dealt with during COVID-19 lockdown such as dumping of rubble / garden waste etc on fields or grassy areas of estates.
Other Councillors’ reports noted the following
– Reported that the Ramblers Association have now completed work on the footpath around Trenow which links up with paths from Perranuthnoe and Goldsithney. This is a great amenity and addition to the footpath network
– Would like to pursue the possibility of a Kissing Gate for the South West Coast Path at Perranuthnoe

– Both Councillor’s will be attending the virtual CC Planning Conference next week 26th November and will feedback to PPC
– Reported that there were parking issues on bends within Goldsithney and that a vehicle repair business was being conducted in a residential area.
11/20/09 Project/issues updates:
Current status of PPC NDP
The NDP consultation Open Day held in St Pirans Hall on 31st October 2020 was
successful with a modest flow of attendees. Consultation responses were collected as the public consultation period had been extended to mid-November 2020 but had now ended. Comments made on the draft plan and to volunteers during the open day were overwhelmingly positive.
Councillors had previously been circulated the responses to the plan from statutory
consultees these were generally positive. The council agreed to support the proposed responses to the consultees as set out in the document. It was noted that an analysis of the responses from members of the public would be reviewed by the NDP working group (via Zoom) and subsequently presented to the Councils December meeting with any recommendations for change /or amendments to the draft plans. The NDP management group will be seeking approval at the next PPC meeting to be in a position to move forward and submit a formal plan to CC.
Future operation of Perranuthnoe car park & toilets
This issue was discussed and it was highlighted that responses from CC were still to be received. Cllr Nicholas to consult with officers at CC to get a definitive answer.
The toilets are currently locked and not in use.
Bus shelter bench Perranuthnoe
It was proposed and agreed that an environmentally friendly bench made from re-cycled materials be purchased and positioned on the ground previously identified. Parish Clerk to place order. Cllr Griffiths to confirm order details and clerk to correspond directly with Cllr Groves over the delivery.
A meeting had taken place with councillors and the Area Highways Manager It was agreed by those Cllrs involved in the meeting and subsequent report with CC highways over this issue that they noted the comments of the report but felt that they wished to proceed with the original proposals of double yellow lines. Cllr Nicholas stated that she would ask the design team at CC to get involved this would then be followed by a public consultation
Memorial Bench on the South West Coast path west from Perranuthnoe
PPC had received a request for a donation of a memorial bench to be purchased and placed on the SW coast path West from Perranuthnoe towards Boat Cove.
While PPC has no objection in principal to this request the purchaser of the bench will be liable for all costs and approval where required. A clear policy for donations, bench upkeep, etc. needs to be implemented clerk to pursue and liaise with Cllr Sharp.
Cornwall Council – Local Maintenance Partnership – No offer in yet 2% increase on last year
11/20/10 Correspondence, telephone calls and other reports:
St Pirans Hall Structural Survey Report – Repair or replace – Cllrs requested a meeting with PPC, St Pirans Hall Management Committee and the structural surveyor who wrote the structural report. – Clerk to arrange.
Green Gym – ongoing proposal for a green gym a formal agreement is required. Proposal ongoing with Cllr Nicholas.
Community Governance Review Changes – Correspondence received today from CGR Project Officer|Assurance – Cllr Moore leading on this clerk to liaise with Cllr Moore on this matter.
Community Network Highways Report – A sub group of councillors had met and reviewed the Cormac options report for Goldsithney and made recommendation in notes previously circulated to Councillors. It was proposed and seconded and carried unanimously that PPC accepted the report. Report should now progress to Cormac and Highways. The West Penwith Community Network link officer responsible for funding.
Cllrs requested an updated contact details list for current council members.

11/20/11 Footpaths and Rights of Way
Footpath 1009001 by the Cricket Field reports of rubbish been dumped on green space. Cllr Griffiths to have a look at the area.
Footpath1009008 Perranuthnoe near Trenow report of removal of
stone/rocks on the slope between fields could be interpreted as a style by some.
Cllr Collins commented that he did not think that a cut stone traditional style had existed in that location. He was going to check with someone that had been walking the route for a number of years.
