MINUTES OF A MEETINGOF PERRANUTHNOE PARISH COUNCIL

HELD VIA ZOOM ON THURSDAY 17th SEPTEMBER 2020

Councillors present: Cllr S Nicholas (Chairman), J Scobie, A Collins, Y Groves, J Jago, G Griffiths, A. Moore , D Sharp & C Leo

09/20/01             Election of Vice Chairman of Perranuthnoe Parish Council

Nominations were sought for a replacement Vice Chairman. Cllr Andrew Collins was proposed and it was carried unanimously that Cllr Anfrew Collins be elected as Vice Chairman of the Parish Council. It was noted that all Councillors would be due for re-elections in May 2020

09/20/03             Public Speaking Period:

3 members of the public were virtually present at the meeting

Chloe Pitt (representing Laurence Associates) spoke in support of planning recommendation PA20/06717 making the following points

  • The application for removal of condition 3 on the property 3 The Elms Perranuthnoe is an action by the new owners to regularise an existing situation of the property being used as a holiday accommodation
  • There are no planning reasons why the removal of the condition would be contrary to the draft PPC NDP

Sophie Van Der Meeren spoke stating that she had concern over the number of holiday homes within Perranuthnoe village and the impact this has on the community and therefore opposed the removal of the condition and the retention of the status of the property as a primary residence

09/20/04             Planning Applications and Relevant Matters

PA20/06717 –     Reconstruction of farmhouse to form three flats (decision 1/74/800) with removal of condition 3 – 3 The Elms Perranuthnoe – Mr And Mrs Woodcock

It was proposed and seconded and carried unanimously that Parish Council objects to the proposal on the grounds that

–              Detrimental to the sustainability of Perranuthnoe village for this property to be lost as part of the residential housing stock and to be to run as a business

–              Inadequacy of parking due to intensification of use of the property as a business

–              Loss of a smaller more affordable house within Perranuthnoe village would adversely affect the sustainability of the village and be detrimental to the community

PA20/07055 – Proposed cladding to gable ends – Cleveland Trevean Lane Rosudgeon – Mr Smith

It was proposed and seconded and carried unanimously that the Parish Council support the application

PA20/06363 – Conversion of a workshop/store to form a dwelling – Land And Buildings Adj To 2 Dukes Plot Dukes Plot Primrose Hill Goldsithney – Mr And Mrs D Wilding

It was proposed and seconded and carried unanimously that the Parish Council objects to the application due to the following

–              Situated in a position of open countryside and whilst it appears to be redundant and potentially of sound construction, is not of any heritage value or architectural merit

–              Does not meet the criteria set out in the Cornwall Council local plan or the draft Perranuthnoe NDP for the re-development of redundant buildings

PA20/03224 – Replacement windows – The Church Room Boat Cove Lane Perranuthnoe – Mr Mark Newman

Cllr Jago declared an interest in this item

It was proposed and seconded and carried unanimously that Parish Council supports the proposal subject to approval by the Cornwall Council Conservation Officer

PA20/06695 – Works to trees namely – T1, Cypress, Fell – T2, Cypress, Fell – subject to a Tree Preservation(TPO) – Trevelyan Lodge Access To Trevelyan Lodge Perran Downs Goldsithney – Mr Hardy

It was proposed and seconded and carried unanimously that Parish Council refer the application to the Cornwall Council tree officer and support his recommendations

PA20/06531 – Installation of underground LPG storage tank and associated infrastructure – Walters Way Rosudgeon – Mr S Neal

It was proposed and seconded and carried unanimously that Parish Council support the proposal subject to suitable screening to be in place reflecting the location in the WHS

PA20/06715 – Non-material amendment in relation to decision notice PA17/05598. Change sliding door to painted galvanised roller shutter door – Land NNE Of Trebarvah Trebarvah Lane Rosudgeon – Mr Graham Jelbert

Cllr Collins declared an interest

It was proposed and seconded and carried unanimously that Parish Council supports the proposal

09/20/05             The following planning permissions were noted as being granted with conditions

PA20/01930 – The demolition of an existing dormer bungalow and the construction of a replacement dwelling – Parc An Praze St Pirans Way Perranuthnoe – Mrs Kathleen Filmer

PA20/05449 – Application for tree works subject to a TPO: Fell of dying Sweet Chestnut T1 and removal of dead wood from Sweet Chestnut T2 – Rylands Grove Lane Perran Downs Goldsithney – Mr John Tither

–              Mostly covered in the projects/issues section of the agenda but specifically mentioned setting up Parish Councillor working groups for

o             Parking and traffic regulations in Perranuthnoe

o             Toilet and car park operation in Perranuthnoe

o             Goldsithney traffic calming

o             Terms and conditions and recruitment of replacement Clerk

Other Councillors’ reports noted the following

Cllr Groves

–              Arranged to meet the Clerk to consider location of concrete base for bus shelter in Perranuthnoe

–              Reported on meeting with Cormac to discuss proposals for extension to existing parking restrictions in Perranuthnoe

Cllr Griffiths

–              The issue of a potential vehicle repair business being carried out on a residential estate

Cllr Sharp

–              The issue of the recent email regarding an incident and the subsequent reporting of the notification of rip currents at Perranuthnoe beach – Cllr Sharp to respond to the person

–              Issue of cyclists and horse riders using the footpath from Trenow to Perranuthnoe and consideration of requesting kissing gates to prevent this use

Cllr Jago

–              Reported the clearing of a field at Collygree Hill adjacent to Collygree Parc and request an enforcement action be logged

Cllr Moore

–              Raised the recently received Goldsithney traffic calming feasibility report and suggested the formation of a sub group of interested Councillors meet to consider the report and make recommendations to the next meeting

09/20/10             Minutes of the last meeting:

It was proposed and seconded that the Minutes of the Meeting held on 20th August 2020 be signed. This was agreed

09/20/11             Project/issues updates:

PPC NDP

Sophie Van Der Meeren gave a detailed update of the current state of the plan. The NDP steering group had met after the first stage of the Regulation 14 consultation had ended and the results were considered by the group and subsequently have been summarised and emailed to Cllrs. The steering group considered the current and future actions (primarily focused on enabling greater community feedback to inform the plan) required to ensure that a robust fit for purpose plan could be presented for referendum along with the Council elections in May 2020 and recommended the following to the Council

–              The statutory consultee consultation period is extended to October 17th 2020

–              The public consultation is extended to mid-November 2020

–              That a suitably qualified and available Community Consultation facilitator be engaged

–              That a suitably qualified and available NDP consultant be engaged to do a health check of the existing plan and ensure that all future stages of getting the plan to a referendum are compliant with best practice and reflect the outcome of the consultation process

There is adequate budget for the currently estimated cost of these actions within the PPC specifically allocated funds

It was proposed and carried unanimously that these actions be approved and actioned. The Council also noted the significant amount of work done by Sophie Van Den Meeren in compiling the plan to date and thank her for all her efforts

Field lease – St Pirans Hall Cllr Moore declared an interest and did not take part in the discussion on this item

It was discussed and agreed that a meeting between the PPC and the St Pirans Hall Management Committee be set up to discuss this further

Access Group email request

The recent email request from the group had been circulated and the elements discussed. It was agreed that the Clerk would respond to group declining the request for financial support for hedge and footpath clearing which is other stakeholders responsibility but noting that PPC recognise the value and importance of footpaths within the Parish

Outdoor gym

This item to be considered after the issue of the field lease had been finalised

Future meeting format – Zoom / face to face

The recent regulations on C19 and CALC advice were discussed and it was agreed that the October 2020 meeting be held via Zoom and then a decision would be made at each subsequent meeting on the format for the following meeting

Parish emergency plan

The current status of the plan is to be ascertained

 

Parish Clerk cost of living increase 2020

It was recommended and agreed that as the appointment of the Clerk and the contract of employment is based on the national CALC salary grades then the 2020 cost of living proposals be implemented

Future operation of Perranuthnoe car park & toilets

This issue was discussed in significant detail after correspondence with CC over the operation of the facility post March 2020 and resulted in a proposal that PPC meet with James Hardy to discuss future options

Contribution to RBL poppy appeal

It was proposed and agreed that the donation of £250 (the same of the previous year) be made

Two derelict properties on A394

CC is currently taking action on this matter

Enforcement action caravans and ancillary structures – Trenow Cove Lane

CC is currently taking action on this matter

09/20/12            Correspondence, telephone calls and other reports:

–              A response to the proposed changes in the new planning regulations has been circulated and it was agreed that this would be submitted as a response by PPC

–              An email had been circulated related to a planning application on Red Lane

–              Revised C19 operating guidelines for St Pirans Hall had been forwarded to Cllrs

–              Local planning conference training slots have been booked

–              Tree on Well lane it was agreed that a tree advisor be engaged to recommend relevant works to the tree and report back to the resident

–              The relevant clarification had been provided to the CGR review

–              The resignation of Clerk was noted

 

09/20/13             Footpaths & Rights of Way:

It had recently been reported that damage to the Way signs had been received and this will be forwarded to the relevant authority

09/20/14             Date of next meeting

Thursday 15th October 2020 – 7.00pm  It was agreed this would be by Zoom based on the current guidance to hold virtual meetings
