Plans and Planning Matters

PA19/08104 – Reserved matters of appearance, landscaping, layout and scale following outline approval PA17/11198 (erection of dwelling and associated works) – St James Fore Street Goldsithney – Mr And Mrs M Nicholas

It was proposed and seconded and carried unanimously but with the rider (“Cllr Nicholas’ Rider”) that Cllr Nicholas supports the motion on the basis of the information now available but reserving the right to change her decision at a later date if further information comes to light that the application be opposed on the grounds that

  • The reserved matters application is premature as no Heritage Statement has been produced which would indicate that the proposed development is possible or its impact could at least minimise any adverse impact on the historic site and its wider setting within the Goldsithney Conservation area
  • The application design and proposed materials takes insufficient account of its setting within the Goldsithney Conservation area. Its design should be more sympathetic and should include materials in keeping (as suggested by the Historic Environment team such as, but not limited to, a slate roof )
  • Whilst the design and access statement indicates that vehicles can leave the development in forward gear this does not appear to be possible. This is essential given the location of the play area within Manor Farm Close
  • There should be explicit proposals to recognise the need to protect the trees on the site both during and after construction.

PA19/08302 – Proposal to fell 3 x multi stemmed sycamores – Trillium, The Barn Fore Street Goldsithney – Mr Chris Hamnett
It was proposed and seconded and carried unanimously subject to (“Cllr Nicholas’ Rider”) that the Parish Council indicate its general reluctance to support the loss of otherwise healthy trees and support the Tree Officers considered recommendations on this application

PA19/08355 – Proposal to remove the 2nd lower branches (T3) over garden and reduce extended branch 17m to 10m length.- The Pool House The Plantation Grove Lane Perran Downs Goldsithney – Mr Neil Collis
It was proposed and seconded and carried unanimously subject to (“Cllr Nicholas’ Rider”) that the Parish Council support the Tree Officers considered recommendations on this application

PA19/04854. Demolition of existing farm buildings and replacement with new building to provide offices and stores, extension to existing building to provide dental practice (resubmission of withdrawn application PA18/05450). Lynfield Farm Studios, Perran Lane, Perranuthnoe. Mr Jonathan Green

It was proposed and seconded and carried with 6 in favour and one abstention that the Parish Council respond to Cornwall Council stating that their views expressed at the July 2019 meeting on this application remain and on that basis they opt for option 3 being to disagree with the Cornwall Council recommendations stated in the letter and request consideration of this item by the Planning Committee

Councillors Reports:

  • Councillor Nicholas’ circulated report noted the following
    A394 future speed restriction measures are progressing with installation scheduled to be completed before January 2020
  • An over area Tree Preservation Order has been considered and discussed with Cornwall Council but would incur significant cost to the Parish Council
  •  If any residents are aware of tree felling in a conservation area or TPO where the appropriate planning approval has not been received these can be reported to CC and immediate action will be taken by the Tree Officer to prevent any further tree works from being carried out
  • A meeting will be held this week with Cornwall Council enforcement officers over the number and perceived lack of progress on the numerous enforcement notices and issues within the Parish
  • The development of the garage site at Rosudgeon has been passed which involves the removal of the petrol pumps demolition of the existing garage shop and the building of a convenience store
  • A meeting of the Community Governance Review proposals is to be held on 14/11/19

Other Councillors’ reports noted the following

Cllr Scobie

  • In relation to the two partially built houses on A394 which represent a significant health & safety hazard to note the continuing lack of progress by Cornwall Council in progressing the enforcement notice
  • On the South side of, and beside, the A394 Cornwall Council Enforcement require details of the present owner and occupier of the caravans etc., in the AONB

Cllr Groves

  • A plaque to recognise the winners of the Perranuthnoe Parish Citizen of the Year to be considered in terms of cost and location
  • Letter of concern received from a resident regarding the imminent start of work at Longcliffs , Trebarvah Lane , Perranuthnoe

Cllr Moore

  • Cornwall Flood Forum met recently and noted that the Parish is considered low risk
  • Attended a recent training course by CC on Code of Conduct which was informative and noted a revised code will be issued in 2020 – the slides will be sent to Cllrs

Minutes of the last meeting:

It was proposed and seconded that the Minutes of the Meeting held on 16th September 2019 be signed. This was agreed

Project/issues updates:

  • Traffic Regulation Orders – a discussion was held over the effectiveness and operation of the recently introduced Traffic Regulation Orders within the Parish. The view was that both in Perranuthnoe & Goldsithney the introduction of double yellow lines had been positive and improved traffic management, however, in recent weeks at the weekend the position in Perranuthnoe had caused concern. It was noted that the double yellow line parking restrictions had been observed but this had lead to parking in other areas of the village. A meeting will be convened to consider this issue and reported back to the next Parish Council meeting
  • Allotments – a request for the Parish Council to consider the provision of allotments had been received and was discussed. The Parish Council is supportive of providing allotments and will therefore consider this issue by initially seeking to establish the number of residents interested in potentially holding an allotment. From this information the size, if required, of any potential site could be established. A request for potential allotment holders to come forward will be placed on the website & notice boards
  • Enforcement notice – Caravan at Trenow Lane – the current position, level of responses and timescale for the appeal to the enforcement notice was noted
  • Bus service Perranuthnoe – an update was provided of the current bus service in the village
  • Bus shelter Perranuthnoe – initial legal advice has been received on this item and will be the subject of further discussion before being brought back to a future meeting for consideration
  • Neighbourhood Development Plan – it was noted the special meeting on 28th October 2019 to discuss the draft NDP which had been circulated to Cllrs. A special note of thanks was expressed by the Parish Council to Sophie Van der Meeren for the significant amount of work done in compiling the document and the support from Cornwall Council. It is proposed that the Parish Council have tables at the Xmas fayre on 02/11/19 highlighting key elements of the NDP as an informal consultation event

  • Code of Conduct training attended by Clerk – presentation to November 2019 meeting
