Before the meeting began, Cllr Moore reported on the sad death of Dave Leek, a former, long-serving, Parish Councillor. At the suggestion of Cllr Jago, the Clerk was instructed to write to Mrs. Leek to pass to her the Parish Council’s condolences on her loss.
Item 1 It was proposed by Cllr Jago and seconded by Cllr Griffiths that Cllr Moore be elected Chairman for the coming year, and it was proposed by Cllr Griffiths, seconded by Cllr Nicholas, that Cllr Strawson be elected Vice Chairman for the coming year. These proposals were carried unanimously.
Item 2 Minutes of the last annual meeting:
It was proposed by Cllr Griffiths and seconded by Cllr Strawson that the Minutes of the Meeting held on 19th May 2017 be signed. This was unanimously approved
Item 3 Chairman’s report for the year 2017/18. Cllr Moore read the following report:
It has been a busy year for the new council with councillors having accepted responsibilities to ensure that we represent our parishioners well and spend and invest our precept wisely.
The environment we work in is changing rapidly, Cornwall Council has a focus on its statutory duties and the devolution of its remaining services where this is possible.
As a Parish council, we are consulted on local Planning Applications by Cornwall Council. Sometimes this can be frustrating when we feel our voice carries insufficient weight. To strengthen the local voice, we have focused on developing a Neighbourhood Plan with a Steering Group which includes volunteers and have received government grant to commission work from consultants to progress this. During the year, we have carried out consultation on settlement boundaries and will shortly be reviewing the responses. Further consultations will be held this summer on a Parish design guide and documenting our local landscape character.
Our focus in our work as a consultee and our developing plan has been to ensure that the special protection the Parish has through the AONB, the world Mining heritage area and our conservation areas is upheld. We continually press for our environment to be sustained and enhanced by any new planning proposal and expect both a high quality of development and appropriate enforcement. We have already ensured that the Parish has met more than its minimum requirement of housing required by the Cornwall Local Plan. Our remaining unmet need is for affordable homes and the recent start on 18 new affordable homes is good news. We are also working with a Housing Association to make further provision elsewhere in the Parish.
We are acutely aware as a council of traffic issues relating to speed and parking. Following our consultation, we have provided details to Cornwall Council to progress a Traffic Regulation Order for parking restrictions in Goldsithney and Perranuthnoe, and in respect of the A394 in Rosudgeon we continue to ask for average speed cameras and for any new development in this area to provide footpaths to enhance pedestrian safety.
Although not within the fiefdom of the Parish, the Parish Council has, for a number of years, pressed for the improvement of the roundabout at the top of the Marazion by-pass. Thanks to the efforts of Cllr Sue Nicholas, also our Divisional Cornwall Councillor, and the sponsorship of Courtlands, the work in beautifying this roundabout is now well in hand.
The Council has continued to support community activity and wellbeing both directly through enhancements to the Play Area and through CPR training and indirectly through grants to Community organisations such as St Piran’s Hall, Mothers and Toddlers and the provision of Christmas trees. We have launched a Parish award for individual contributions to the Community and given our support to environmental initiatives such as preserving mining bees and reducing the impact of plastic on our planet.
All of this would not have been possible without the hard work and commitment of my colleagues on the Parish Council who give their time voluntarily to help the community and the dedication of our Clerk James Jacoby. I thank them all and commend our annual report to you.
