02/20/02 Public Speaking Period:

All members of the public were attending the meeting regarding parking proposals in Perranuthnoe village

David Sharp principally spoke on the issue raising the following points

  • Noted the improvement in parking in the village following the introduction of the traffic regulations in 2019.
  • Highlighted that there were still issues relating to parking and traffic within Perranuthnoe which had been the subject of two village resident meetings to consider views and come to a consensus over potential future actions
  • One of the key concerns raised was the ability of emergency vehicles to access parts of the village due to the number and positioning of parked vehicles.
  • The impact of implementing more traffic regulations on reducing available parking within the village had been recognised with the requirement to find an alternative preferably towards the A394 part of the village identified
  • A map detailing the proposed additional traffic regulation measures was submitted to PPC for consideration
  • Next steps were agreed to be a public consultation in Perranuthnoe Church Hall to seek views on the proposals with hopefully a member of Cornwall Council Highways present to provide advice on what is and what isn’t possible
  • The process for how the traffic regulation orders are approved and timescale was discussed along with the cost – it was noted that the significant proportion of any costs would be incurred by the Parish Council

02/20/03 Planning Applications and Relevant Matters

PA20/00057 – Conversion of existing workshop/garage to form self-contained annexe with removal of condition 2 in relation to decision notice PA10/03538 – Field House Red Lane Rosudgeon – Ms Kate Richardson

It was proposed and seconded and carried unanimously but with the rider (“Cllr Nicholas’ Rider”) that the Parish Council Parish Council opposes the application on the grounds that the removal of condition 2 of the consent from 2010 as the property lies in open countryside outside of development boundary of the Parish which has been supported in numerous recent consultations.

PA20/00813 – Garage Conversion – 9 Orchard Way Goldsithney – Mr And Mrs Down

It was proposed and seconded and carried unanimously but with the rider (“Cllr Nicholas’ Rider”) that the Parish Council supports this application subject to the proposed timber cladding being

replaced with a form of cladding/rendering that is consistent with the remainder of the dwellings within the immediate neighbourhood.

PA19/10553 – Erection of 4 replacement pony stables, feed/tack room and use of existing entrance off Trescowe Road – Land East Of Janrose Trescowe Road Goldsithney – Mrs Helen Jose

It was proposed and seconded and carried unanimously but with the rider (“Cllr Nicholas’ Rider”) that the Parish Council Parish Council whilst concerned to protect  the rural character and environment of Trescowe Road, raises no objection to the principle of replacement stables if these are considered to be required, provided that the existing entrance to the field is utilised without enlargement, and no further hardstanding or paths created in order to protect  both visual amenity and the hedge and mature trees in that area .We would also request that permitted rights be removed on the stables and then conditioned so that they be removed when no longer in use as stables to ensure that this part of Trescowe Road is protected from unnecessary development

PA20/00469 – Demolition of existing garage. Proposed new single storey side extension. – 3 Bampfylde Way Perran Downs Goldsithney -Ms J Walker

Cllr Nicholas declared an interest in this item and left the meeting

It was proposed and seconded and carried unanimously that the Parish Council does not object to the principle of the proposal but is concerned that the proposed timber cladding finish is out of keeping with the area where render is the predominant finish

Cllr Nicholas rejoined the meeting

Councillor Nicholas’

– Confirmed that the speed advisory scheme on the A394 will be installed the first week of March 2020

– Thursday 20th February 2020 6.00 – 7.00 pm at St Johns Hall, Penzance – public consultation meeting on the CGR with follow on meeting where public are able to attend

– An in principle agreement has been reached between the various parties to progress with the construction of a new footpath between Marazion and Goldsithney

Other Councillors’ reports noted the following

Cllr Collins

– Noted that work had commenced on clearing a footpath on the west of Perranuthnoe village above Trenow, and that other improvements could well follow.He highlighted the gradients of the fields and the requirement to ensure that these were safe for use

Cllr Moore

– Confirmed had a response from CC highways on the feasibility study on traffic regulation orders and associated works in Goldsithney with a proposed cost of c£4k which it is anticipated will be met by community network funding but it was agreed that this should be commissioned at risk to PPC in order that the project was not delayed.

– Stated that he had been in touch with the Ramblers Association regarding clearing of the Perranuthnoe footpath at Trenow and intended to join them  on 19th February when they were continuing with the work.

Cllr Groves

– Reiterated the outcome of the Perranuthnoe village parking meeting

02/20/09    Project/issues updates:

– The enforcement action and appeal at Trenow Lane – noted that the no updates on the website

– Traffic Regulation Orders in Perranuthnoe – noted the discussion at the public session of the meeting and the next steps with a joint public consultation event (with the Parish Council and residents of the village) to be held to establish the views of the village over what is to be put forward as a proposal to Cornwall Council

– Current status of PPC NDP – update provided

– Current status of CGR – noted

– Bus shelter Perranuthnoe –update provided

– Consideration of general & tree planting within the Parish discussed with 3 sites located – lay bay on northern side of A394 – Perranuthnoe new cemetery – St Pirans Hall playground and surrounding area

– Footpath between Marazion and Goldsithney- in principle agreement to commence project agreed between relevant parties

– Parish Council meeting times to be changed to 7.00pm from April 2020 – the following dates were provisionally booked all at St Pirans Hall except the October 2020 meeting which will be held in Perranuthnoe Church Hall – 16th April – 21st May (incl AGM) – 18th June – 23rd July – 20th August – 17th September – 15th October – 19th November – 17th December

– Definitive footpath additions – two identified – the lane by the post box in Perranuthnoe and the track which delineates the western boundary of the Parish from Henfor Cottage to Gears Lane

– Consideration of structural survey report of St Pirans Hall – meeting to be arranged with Hall management committee to discuss the report and consider future options

– Election of vice chair of PPC and additional councillor vacancy – relevant notices had been posted and there is no requirement for n election for the vacancy so PPC can co-opt a new councillor – two interested parties identified and application forms will be sent out – Cllr Nicholas was nominated as Vice – Chair and all were in favour so it was passed

– The recent email on coastal erosion was discussed with potential future implications within the Parish noted

-An email had been received from the National Trust about the rubbish accruing at Trenow.Cllr Nicholas undertook to check with Cornwall Council/Biffa what could be done to ensure its regular removal

02/20/10  Correspondence, telephone calls and other reports:

– Confirmation that no election were required for the vacant Councillor post

– 5 day notice in relation to Colenso Grove planning application noted and future direction discussed

– St Pirans play area RoSPA visit scheduled for April 2020

– A preliminary meeting has been requested to discuss options for the former poultry farm in Goldsithney

– Email re Post Office service provision in Rosudgeon noted

– Email regarding litter and mess at bus shelter and generally within the Parish noted with the decision to reinstate the cleaning contract for the bus shelter and noted that the provision of litter bins at this point not to be introduced

– Noted email regarding the feasibility study for Goldsithney traffic regulation and cost form Highways

– St Pirans playground remedial works to be carried out in late March 2020
