20 Minute public speaking period – 20 Minute public speaking period Three members of the public were attending the meeting regrading planning application PA20 / 09561 Isabel Brumwell – Planning Agent with Lawrence Associates spoke on behalf of their client and in favour of the proposed application. Ms Brumwell made 3 points: They are proposing the demolition of a mundic dwelling and replacing it with two detached dwellings. Two properties are proposed as it is in keeping with the pattern of development along the A394. The proposed development represents high quality design for occupation by two couples. Mr Edwards of 13, Chiverton Way and Mr Hayward of 18, Chiverton Way Rosudgeon were both opposed to the application on the following points: The proposed construction would take away levels of privacy and would overlook their properties. The construction of 2 x two storey dwellings will give full exposure into Mr Edwards driveway, lawn, conservatory, lounge and kitchen areas. The impact to Mr Haywards property would be direct visibility into the windows, conservatory and garden area of No.18. They would not be comfortable and happy in their home with this proposed construction where potentially 2 sets of residents would be given full exposure into their home lives. Points were also referred to the following areas: not in keeping with properties in the area, extending beyond existing building lines, changed outlook and overdevelopment

Planning Applications and Relevant matters
Application PA20/09561 Proposal Demolition of existing former bungalow and construction of two dwellings. Location Gorregan A394 Between Helston Road and Carters Downs Rosudgeon TR20 9PG. Applicant Trekenna Cornish Homes Ltd
It was proposed and seconded and carried unanimously but with the rider (“Cllr Nicholas’ Rider”) that the Parish Council Parish Council opposes the application on the grounds of overdevelopment raising concerns about loss of amenity to neighbours and a lack of amenity for the proposed new dwellings. If this property is to be redeveloped the Parish Council preference is for the replacement by a single property with no second-floor windows but roof windows. It was of the opinion that the property was too far back in the plot and should be positioned further forward away from the boundary at the back. The Parish Council would also wish to see provision made for improving the public footway fronting the A394 which is narrow at this point.
Application PA20/09172 Proposal Erection of a dwelling and new vehicular access – amended scheme Location Parc-an-West Red Lane Rosudgeon TR20 9PU. Applicant V Brooks
It was proposed and seconded and carried unanimously but with the rider (“Cllr Nicholas’ Rider”) that the Parish Council objects to the application on the grounds that the site is outside of the settlements of both Perran Downs and Rosudgeon which have been supported following extensive consultation and is not infill or rounding off and would be classed as development in open countryside, contrary to the Cornwall Local Plan and Perranuthnoe NDP which is at an advanced stage.
Application PA20/10088 Proposal Replacement garage and first floor extension Location Elm Cottage Fore Street GoldsithneyTR209LQ. Applicant Mrs. Mayne
It was proposed and seconded and carried unanimously but with the rider (“Cllr Nicholas’ Rider”) that the Parish Council support the application subject to the south and west elevations being built in materials e.g., stone to match Elm Cottage and the extension being set back to make it less prominent in order to enhance and improve the Goldsithney conservation area.
Application – PA20/06363 Proposal Conversion of a garage (more recently used as a workshop/store) to bed and breakfast accommodation Location Land and Buildings Adjacent to 2 Dukes Plot Dukes Plot Primrose Hill Goldsithney. Applicant Mr.& Mrs. D Wilding
It was proposed and seconded and carried unanimously but with the rider (“Cllr Nicholas’ Rider”) that the Parish Council confirm the views they expressed in September and November namely that the Parish Council objects to the application due to the following; -It is situated in a position of open countryside and whilst it appears to be redundant and potentially of sound construction, is not of any heritage value or architectural merit and does not meet the criteria set out in the Cornwall Council local plan or the draft Perranuthnoe NDP for the re-development of redundant buildings.
Cllr Nicholas CC Rider – I may change my mind on a planning application if further information comes to light which is not available at this time.

To Note other planning related matters. The Elms
Clerks Report: Clerk compiling report for councillors regarding a dedicated.gov.uk email domain and dedicated email addresses for councillors with Microsoft Office package for clerk and councillors. The current practice of using personal sometimes shared or business emails does leave the council open to possible data breaches Under the General Data Protection Regulations (GDPR) the Parish Clerk is the data controller for the Parish Council. The report will be sent to councillors within the next week for consultation. The environmentally friendly bench made from re-cycled materials had been purchased from Glasdon UK Ltd delivered to Perranuthnoe and was now insitu.
Correspondence, telephone calls and other reports:
The Parish Clerk and Cllr Nicholas had both received phone calls enquiring about the two partly built /part derelict properties on the A394 next to Courtlands Care Home. The person enquiring wanted to know what was happening with them and were they for sale. Cllr Nicholas had replied
Parish Clerk had received an email regarding ownership of a grave in the new cemetery at Perranuthnoe in 2006. There was still no headstone due to not being able to ascertain ownership of this grave enquiring who to ask to erect a headstone Clerk to investigate and follow up – John Jago offered to assist.
Cllr Moore had received correspondence from a parishioner regarding what was happening with the tree which he reports is interfering with his television reception. An email had been sent to him – this item was later discussed in the confidential section.
Budget and precept.
Budget figures for 2021/2022 had been prepared by DB with input from GA and circulated to Councillors for review. The precept figure for 2021/22 was £39,780 with a recommended 2% increase – based on anticipated RPI. The new budget included costs for a new email domain, new parish website and costs for elections were discussed for inclusion. Following discussion, it was proposed to increase the precept by 3% the motion was seconded and unanimously agreed by all councillors.
Allocation of CIL money – Infrastructure Levy 15% comes to PPC to be spent on community projects – £956 to be allocated to St Pirans Hall and used for roof repair. Invoice to be sent directly to the PC.
Green Gym – ongoing proposal for a green gym a formal agreement is required. Proposal ongoing with Cllr Nicholas.
Footpaths and Rights of Way
Query raised re Cormac what do they cut and when, in regards to public rights of way. Clerk to liaise with Cllr Griffiths. Footpaths No 14 Marazion and No 52 St Erth/St Hilary are currently closed
Date of next meeting – Thursday 21st January 2020 – 7.00pm. It was agreed that the Clerk would contact CALC to ascertain what their current recommendation is based on regulations regarding meetings being held virtually or in person. Once this has been received a decision will be made
