Internal Audit report 2020/21 – The clerk had previously circulated to councillors the Internal Audit conducted by Hudson accounting. It was proposed, seconded and unanimously agreed to accept the report.
AGAR Return 2021 It was proposed, seconded and unanimously agreed to approve the AGAR return for 2020/21. Sections 1&2 were signed by the Chairman Sue Nicholas & the Clerk and minuted for reference.
Date of August PC Meeting – Due to clerk being unavailable on the 16th of August It was agreed to extend the date of the next PC meeting by one week to be held on Monday 23rd 2021
It has been a busy time for the PC since our last meeting, though some things have been held up with CC officers and G7 commitments.
1- The process for the devolution of the toilets and car park continues and the PC are covering cleaning costs in order for them to remain open.
2- The highways projects were all approved and are in the detailed design and programming stages. A final meeting will be set up with the Parish Council prior to the final public TRO consultation.
3- The state of Henfor roundabout has been reported and I am assured it is in the works programme. I did point out that if it had been weeded earlier the seeds would not spread as they have!
4- The NPR VAS close to Courtlands is not flashing at present. A part is being repaired and will be installed as soon as it is fixed.
3- On the subject of traffic, complaints are being received about some people parking on DYLs, DYLs being covered over and speeding through the village. These individuals should show some consideration for other drivers and drive and park responsibly.
The DYLs are there for a reason. Pot holes have been filled in.
4- Work on the outdoor gym and MUGA will be starting soon. A meeting with the site manager is arranged for Thursday.
5- The NDP is progressing and an update is on the agenda.
6- There has been some vandalism to the hall and to the play area. This is not acceptable as it costs the Hall and the Parish Council to repair/ replace items that are damaged. CCTV is now being considered. Anyone being identified of vandalism to the play area or any other areas of the hall will be reported to the police and the costs of replacement will be sought from those responsible. In the end it is the residents who pay for this.
7- Apparently the neighbouring St Hilary Parish Council have called a public meeting to discuss the Solar Farm application of St Aubyn’s Est. We as a Council have received no communication about this despite Marazion TC being made aware of it. Therefore unfortunately, we have been unable to inform residents about this meeting.
8- Our clerk has completed her probationary period of employment with us and I have great pleasure in confirming her permanent appointment with us. Since her arrival she has had so much to deal with. Covid and lockdowns, a refit of the office, continued devolution of the toilets and car park, an election and all that entails.
The outdoor gym and MUGA project. Multiple planning applications and appeals. Admin for the NDP, updating the PC website, moving all Cllrs onto the council secured email domain which all Cllrs will need to use. (it prevents personal emails needing to be used) complying with GDPR and Council Standing Orders with greater cyber security for the PC.
County Cllrs Report – Perranuthnoe Parish Council are waiting to meet the newly elected County Councillor for the Long Rock Marazion & St Erth Electoral Division Tara Sherfield Wong. Clerk had received no report.
Cllr. Collins – had received a complaint of speeding on the private road to Morlaix & Blue Burrow Cottage in Perranuthnoe (road below to the left of the carpark) There used to be a private road sign there – Residents could reinstate the sign which might help reduce speeding delivery drivers.
Council meeting in October should be held in the Church room in the village of Perranuthnoe
Fibre Broadband Government Scheme
Cllr Greenwood- Penny Fences are still up in St Petry people are climbing over the wall of No17 and causing damage to his property. Could a meeting being held on site urgently to discuss taking them down. Clerk to request and arrange a site meeting with County Councillor TS-Wong to meet residents.
Cllr Sharp very disappointed with the result of the approval of the appeal on 3 The Elms and feels very strongly that there is no affordable housing now in Perranuthnoe. Cllr Nicholas said she had sent a letter objecting to this.
Ednovean House has rebuilt the garage but it seems to appear larger & higher than it should be. Residents and councillors encouraged to use Cornwall Council ‘Report It’ There is still concern over noise pollution by guests staying at the property.
Cllr Griffiths Re Defibrillators within the Parish, he thought that how many staff at the locations of the defibs have adequate training to use them an update was possibly a good way to move forward. Contact should be made with the Crown, Victoria Inn & Falmouth Packet Public Houses. Code for Defibrillators is 4680.
Green Gym – Gym and MUGA equipment now on order, Pre start meeting with site contractor at St Piran’s hall on Thursday 24th June 2021 at 9.30am. Chair, Clerk & 2 councillors to attend plus Brian Baumber from the Hall committee.
Status of PPC NDP – Stuart Todd has now been engaged by The PPC to provide consultancy support on the NDP. He has reviewed and revised the Plan, reviewed Regulation 14 responses and dialogue with Steering Group ongoing.
