Held at The Church Room Perranuthnoe Monday 23rd October 2023 7pm.

Councillors Present: D. Sharp (Chairman), S. Nicholas (Vice Chairman) G. Griffiths, J. Jago, A. Collins, P. Linton C. Pascoe, S. Brede & K. Trevena

Cornwall Councillor Cllr. John Martin – Long Rock Marazion & St Erth Electoral Division.

Visitors Present:  3 members of the public in attendance.

Chair David Sharp opened the meeting at 7pm and welcomed everyone.



10/23/02 Declarations of Interest. Cllr Griffiths declared an interest in the RBL Poppy Appeal and would not partake in any discussion when agreeing a donation.
10/23/03 20-minute public speaking period.

Carol Moone and two other members of the public informed the council of destruction of trees and animal habitat which was currently happening in Brandy Lane Rosudgeon. Mrs Moone  had set up a petition and wanted the Parish Council to support it.

Councillors pointed out that no planning applications had been received for the land in Brandy Lane. The owner of the land in question had previously contacted the council and told them that Western Power had asked them to clear the land so that they could  have access to put services underground.  Councillors were sympathetic and agreed that any loss of trees or green areas  is not good for the Parish and explained that emergency Tree Protection Orders were needed on any remaining trees and that she should report it to Cornwall Council who would be able to do this.

10/23/04 Approval of minutes from Parish Council meeting held on 18th September 2023

These were proposed, seconded, and agreed unanimously that the minutes be approved and signed.




10/23/05 Any matters arising from the signed minutes. Cllr Nichoas pointed out in Cllr Martins report it was Perran Downs Lane not Road and that correspondence listed in the minutes had been dealt with.

Clerks Report

Parish Website – Clerk had made enquiries re the costs of designing and installing a new website for the Parish Council. Forrest Projects Ltd a local company based in St Buryan was the preferred contractor Clerk would circulate examples of their work and would like to arrange a meeting with Cllrs.

Noticeboards – The noticeboards in the parish were old and needed replacing.  A quote had been circulated to Councillors prior to the meeting to replace them.

It was proposed seconded and agreed unanimously to purchase new noticeboards.

Copies of the Neighbour hood Plan Policies would be available for all Councillors  from Friday 27th October.



Chairmans Report –  Cllr David Sharp

Cllr Sharp had received the resignation with immediate effect of Cllr C. Leo he had replied to him and thanked him for his tenure as a councillor. The Clerk had notified Cornwall Council. There was now a vacancy for a Councillor within the Goldsithney Ward.

Cllr Sharp reminded all councillors that

a) they should be mindful on what we/they are voting for we cannot be seen to be approving planning applications that are outside of the development areas/boundaries as we now have a Neighbourhood Plan in place that had taken 8 years to produce,

b) all councillors must use their .gov address for council business only and not for personal use

Cllr Sharp had purchased and installed new collection boxes in the toilets at Perranuthnoe



Cornwall Councillors Report –  Cllr John Martin

Cllr Martin told the meeting  he had signed Mrs Moone petition to stop the felling of trees at Brandy Lane.

He had today attended the Central Planning committee meeting where all 5 applications were voted against but stated that there is no loss in putting a case forward. At last week’s West Planning Committee meeting Perranuthnoe Parish had lost the case of Fair Havens in Perran Lane by 2 votes he read out the statement on behalf of the parish as Cllr Linton was unable to be there, he did not agree with the conditions.

He had been invited to sit on the Sustainable Tourism working Party for Cornwall Council as he was the previous Vice Chair of CATA ( Cornwall Association of Tourist Attractions).

Cllr Martin stated that the NHS dentistry system was in a very poor state and he that it urgently needs upgrading.

10/23/13 Cllrs Reports:

Cllr Trevena apologised for not understanding the planning protocol and would be studying the Perranuthnoe Neighbourhood Plan.

Cllr Jago – Thanked Cllr Collins for hedge trimming the lane into Perranuthnoe it was much appreciated.

Cllr Brede- There were issues with discarded debris left in the road at Johns Corner from the company  Wildanet. There were also ongoing delays in the delivery of mail in the area which she would keep the council informed.

Cllr Griffiths – Wildanet had been installing cabling at Banbury Close and were not the tidiest of contractors

Cllr Linton – Apologised for not attending the West Planning meeting on the 16th November to represent the parish council.

Cllr Nicholas –  had two  issues with St Aubyn Estates 1) if they were monitoring trees within the parish they should inform the Parish Council 2) they was still no movement on the walkway between Marazion and Goldsithney.

Cllr Nicholas had attended the CAP meeting via teams representing Perranuthnoe Parish and thought that agendas should be set by members not Cornwall Council. Feedback on proposals by members was poor at 40% she stated that they should know which members were not contributing.

Cllr Nicholas is on the Integrated Care Forum and told the council that the West Cornwall Development Group were now one for West Cornwall and were looking at configuring the 24 hr cover of the out patients department at Penzance being reopened,

Cllr Nicholas attended on line The Cornwall Clean Air Strategy open meeting and objected to bonfires being lit and suggested a by law be implemented and that Town and Parish Councils should have a publicity drive about it.



Projects, Issues & Updates

Costings of new roof for the bus shelter in Goldsithney  – Cllr Collins had costed 5 new sheets for the roof  £48.96+ fixings +vat . It was proposed, seconded and agreed unanimously to proceed with the purchase of the materials.

Coatings Goal Nets Playground – Goldsithney. Cllr Collins and Griffiths had costed for new goal nets and  sockets to support  £140.00+vat  It was proposed, seconded and agreed unanimously to proceed with the purchase of the materials.


RBL Poppy Appeal – It was proposed seconded and approved by 8 councillors to award £300 to the RBL Poppy appeal.

Perranuthnoe Village Community Group  – It was proposed seconded and approved unanimously to award £500 to the Perranuthnoe Village Community Group.

Goldsithney Christmas Lights & Festivities Group – It was proposed seconded and approved unanimously to award £600 to the Goldsithney Christmas Lights & Festivities Group.

Cornwall Cllr John Martin announced he would grant £400 to  Perranuthnoe Parish Council from his Community Chest Fund . This would be split between the two wards £200 each. Clerk to apply to Cornwall Council to get the funding.



Correspondence, telephone calls etc. Emails received:

Rev Linda Garthwaite.-  would like Parish Council to make a  donation towards the restoration of the quarter chimes at St Piran & St Michael Parish Church in Perranuthnoe.

It was proposed seconded and approved unanimously to match fund up to 50% of the total funds required  to proceed with the repair . Clerk to liaise with Revd Garthwaite.



Footpaths and Rights of Way

Well Lane Goldsithney – Grounds work to be undertaken in October Cllr Griffiths to look into reinstalling the gate at the entrance.
