MINUTES of a meeting of PERRANUTHNOE PARISH COUNCIL

Held at St Pirans Hall Goldsithney on Monday 21st November 2022  7pm.

Chair Sue Nicholas opened the meeting at 7pm and welcomed everyone.

Mr Halls, Tucker and Constable spoke in relation to Appeal Notification APP/D0840/W/22/3305531 – PA21/12651Construction of Dwelling House, Landscaping and Associated Works. Land And Buildings East Of The Old Carthouse Trebarvah Lane Trebarvah.

The Appeal notification was then brought forward from minute ref 22/11/07 on the agenda and discussed by Council members. It was proposed seconded and unanimously agreed that the Parish Council maintain its original objection to PA21/12651. On the grounds that the appeal documents which have been submitted do not provide any additional evidence or reasoning to address the rationale on which the planning department at Cornwall Council refused the application or to address the Parish Councils concerns. Perranuthnoe Parish Council maintains its objection to PA21/12651. Clerk to submit on behalf of the Council to the Appeal Expectorate.

These were proposed, seconded, and carried unanimously that the minutes be signed.

Cllr Linton expressed that he did not attend the meeting with Cllr Collins and Sharp re the bus shelter at Perranuthnoe. The minutes stated that all 3 ward councillors attended.- Minutes to be amended to reflect this.

Applicant Mr. L Allen The Design Team. Perranuthnoe Parish Council would like to defer this application for one month to gain clarification from the applicant on the following points.

That the industrial/commercial use of the site ceases

Clarification of the remainder of the site. i.e., no further development. This is a large area/plot owned by the applicant. The boundary however has not been defined /highlighted in blue.

Perranuthnoe Parish Council note that the quality of the design and access statement is very good.

It was proposed, seconded and agreed unanimously that Perranuthnoe Parish Council

Objects to this application on the grounds of over development of the  original site.

The location plan doesn’t show the  neighbouring property Heatherfield so the proposed dwelling is extremely squeezed into the plot. The parish council feel its urbanisation of a rural lane

The design statement doesn’t refer to the removal of the annexe PA22/01191 dated  05/08/22

Chairmans Report 

The time between our last meeting has been busy as always.

I attended the Village Hall management committee meeting last Monday afternoon. They are in a catch 22 situation a heating advisor cannot give a definitive cost on what heating cover is needed whilst the single glazing of the top windows needs replacing with efficient double glazing. I have also been invited to become a trustee of the hall.

We are assured by Cornwall Council officers that whilst our NDP is being looked at it carries considerable weight within planning.

We continue to urge any developer and agents to make contact at the earliest stage of any proposed planning application and have dialogue with the Parish Councillors who are always willing to have a meeting to look at any proposals. We expect honesty, accuracy and integrity from the outset.

The Parish Councils solicitor continues to work on our behalf with Cornwall Council re the car park and toilets in Perranuthnoe. We look forward to the time when we can improve facilities on the site but until the legal documents are signed, we are unable to move forward on this.

At the recent AGM of the West Penwith Community Network Panel , Cornwall Cllr Brian  Clemens was voted as Chairman and I as Vice Chairman. This is a meeting of Chairs Vice Chairs, Clerks and other interested Cllrs from all Parish and Town Cllrs in the area. A presentation from Helen who is covering the area until the new officer who is replacing James Hardy comes into post led to the vote of us accepting Option 1 of the new Community Area Partnerships. (CAP)

As discussions progressed it was becoming clear that some services provided by CC will fall on the LAs to pick up. These could be services that everyone puts into a pot to provide in the area. They are proposing a small sum from CC per head of population for a pot of money for service provisions across the area.

The message was that TCs and PCs need to ensure precepts are included in their budgets.

In the absence of our Cornwall Councillor, I continue to liaise with Highways re the Goldsithney traffic design. There were 3 amendments to be made and for some unexplained reason it was put out to another body to change. This has resulted in it being held up not speeded up!!

The plan sent to highways for additional DYLs in Perranuthnoe seems to have vanished into a black hole. The plan was to have them covered under the TRO costs for the Goldsithney design and the Parish pay for the yellow lines. I continue to look for older emails on this. Meanwhile we have submitted an expression of interest for the plan under the Community network panel highways budget. Hopefully this will go through. If it is unsuccessful, then the PC has committed to paying for it.

The Parish Council are seeking the identity of the persons who had the wire fencing put in down the Side of the bridleway between Nanturras and Perran Downs. It has made the bridleway dangerous as there is nowhere for users to move out of the way of horses, cyclists etc. it has also enclosed the remains of the parish poor house.

Signs such as private, no illegal tipping etc, have been out on it which in the past 30 yrs. at least has not been a problem. It has changed the face of the bridleway and needs removing.

I will be attending a meeting of the Penwith Integrated Care Forum on Friday afternoon. This is a group of representatives from GPS, health professionals, social prescribers, groups such as carers and west Cornwall health watch amongst others. We continue to look at service provision at WCH and to ensure that services that were withdrawn because of Covid are reinstated. Concerns on reduced overnight cover at WCH remain and are being monitored. New ways of working are beg looked at.

Cllrs Reports:

Cllr. Greenwood Penny stated that residents were asking when would the Goldsithney Traffic management plan be implemented.

Cllrs Sharp Had attended the Network Community meeting at St Johns Hall in Penzance with the Chairman  and Clerk and found it very beneficial, in relation to what is happening in other towns and parishes within West Cornwall. He had also been invited to attend the upcoming skateboard meeting on the 24th November and was planning on attending.

Skateboard Park Goldsithney – Cllrs Collins & Pascoe will be representing the Parish Council at the skateboard meeting to be held on the 24th November at St Pirans Hall

NDP – The Draft Neighbourhood Plan has been produced.

Perranuthnoe Bus Shelter. Cllr Collins/Sharp were still waiting for the quote for building work.

A grant application had been received from Perranuthnoe Christmas Lights/Festivities Group. It was proposed seconded and unanimously agreed to donate £300.00 to be used for the purpose of purchasing a Christmas tree and lights for the village.

Cllr Linton re-joined the meeting

Letter received from Dick Cliffe re Let Cornwall Decide – Mayor of Cornwall – Request.  Cllrs discussed and are waiting on more information before they could give a definitive answer re a Mayor for Cornwall.

Financial Matters

A discussion took place re (1) use of official councillor  email addresses  and  (2) Fiscal matters:

1)    Cllr Leo restated the position that he had previously stated that he had not given consent for the council to set up a government email address and that he wanted all his correspondence such as agendas sent by post or hand. He did not wish to use the official council email address provided by the Council. All other councillors were using them and it had been approved by the Parish council for all councillors to use. When asked by the Vice Chairman, why? he declined to state his reason. He asked the clerk for written clarification that the email account is closed. The chairman pointed out that The Freedom of Information Act 2000 (FOI Act) and GDPR applies to public bodies. The FOI Act allows members of the public to request information from the Parish Council which must be treated in accordance with GDPR.

2)    Car Park receipts had been included but in a different area within the budget prepared for councillors  Cllr Leo thought that the car park money should be included in the main income stream. Clerk advised that councillors had specifically asked for  all  car park receipts both incoming and outgoing to be kept separately to the main business of the council. This was because it was the first year of accepting donations from the car park and running the toilet block and wanted to see exactly what expenditure was incurred by the Parish Council prior to devolvement from Cornwall Council. Clerk stated that the car park and toilet block are not owned by the Parish Council and until they become the property of the Parish council should not be included in the main budget revenue stream.

Cllr Linton had reservations about certain areas of the budget and did not see the need to ask for any precept from Cornwall Council. He said that a previous query he had on reserves had been answered by the accountant.

The Chair stated that parish and town councils were strongly advised by the Community Network partnerships to submit  a precept as extra costs would be inevitable next year in the financial climate that we are all facing. The  Chair also suggested we have two separate committees a planning and a finance one made up of 3 members on each. Cllr Linton said he would be happy to be part of the finance committee

The clerk stated that the draft budget had been prepared with a recommendation of a 3.5% precept for the Parish this was the same as last year and did not see the need for the council to increase this amount. This would equate to approx. £3.60 per household in a Band D household. The precept request had to be submitted to Cornwall Council by the 31st December 2022
