Chair Andrew Collins opened the meeting at 7pm and welcomed everyone.

Clerks Report

The clerk reported that:

The National Joint Council for Local Government Services (NJC) has agreed the new rates of pay applicable from 1 April 2021. An increase of 1.75 %

 

Cllr Collins and the Parish Clerk had represented PPC at the CALC AGM held on the 8/3/22 at St Erme Community Hall.

 

The contract with South West Playground Safety Inspections (SWPSI)

Playground Inspection & Maintenance for the playground and green gym at St Pirans Hall would commence on the 1/4/22

 

Cllr Griffiths and the Parish Clerk attended a meeting on the 16/3/22 to review the Local Maintenance Partnership 2022 – 23. and SWCP Cutting schedules for the Parish with Mr Bob Sanders.

Chairmans Report

Cllr Collins read a report submitted by the Chairman Cllr. Nicholas.

 

Apologies for not attending tonight’s meeting but I have a meeting with other Cllrs from the area with the new Police Inspector.

 

I met with the highways ITC officer from CC and the engineer at the NPRVAS site near Courtlands to discuss the issues with the cameras only working intermittently at Rosudgeon. (that includes the one by the Packet) By linking a laptop to the inner unit of the VAS they had accurate information on how it’s operating and are waiting for the manufacturers to give a date for sorting it out.

It was also suggested that they look into how they could use the data to issue speeding notices as some drivers appear not to understand what 30mph means!

 

I have been asked to remind residents that they can apply for free passes for St Michaels Mount. There are two types… one for Marazion residents. The other is a Memory pass for anyone to apply for a one-off free pass for a special occasion such as a birthday, anniversary etc. The information is on their website.

 

There was a meeting of the West Cornwall Community Network on Thursday evening. being trialled as a hybrid meeting which worked well. James H is confirmed in post but has the whole of Penwith to deal with now. To help him process workloads if there are any issues this side of Penzance to contact me to feed back to James.

The other side of Penzance. contact Cllr Brian Clemens who will feed back to James.

 

The existing highway projects are still on track and are being dealt with alongside the detail within it. The footpath between Goldsithney and Marazion is still on track and funding is secure for all our highways projects in Perranuthnoe, Goldsithney. No date given yet but we are pushing for these to be done.

 

The NDP is now ready for submission and the amended paperwork has been circulated. Whilst the Council agreed for me to act on their behalf regarding the NDP, The Council are being asked to agree that they are content for it to be submitted now that the basic Condition statement has been completed and it has all been reviewed by our external advisor. It has been a long process with numerous public consultations across the Parish. The details have been available on line for everyone to read.

There are still numbers of trees being cut down and roadside hedges being removed in the Parish. If residents see anything like this being done then could they please either report them on the on-line Cornwall Council report it forms or to the Parish Clerk to be reported from the Parish Council.

 

Derek our MP has arranged a meeting for this Thursday evening re the possibility of some skate boarding provision on the field that younger members of the village have requested. This might possibly tie in with expressions of interest for a bid on a Countywide pot of CIL money, which is focused on children and young people.

 

There has been ongoing email traffic regarding the provision of outpatient clinics at WCH. There are concerns that the physical OPD clinics are being reduced in favour of phone /virtual consultations. West Cornwall Health Watch and others of us on the West Cornwall Hosp forum are asking for more detail.

02/22/11 County Cllrs Report

Cllr Sherfield Wong sent apologies and was not able to send her report due to Wi-Fi issues but asked for an email previously circulated to clerk and councillors to inform the parish re- updates on enforcement issues at Perranuthnoe.

Cllr Linton asked what had happened to EN 2100259 as this was not on the list and was in the same area as the others in Boat Cove Lane this was regarding citing of a sceptic tank. Clerk to investigate with Tara and enforcement at CC.

 

 
02/22/12 Cllrs Reports:

 

Cllr. Griffiths.

Reported a property at Trevelyan Way Goldsithney had now been vacated by people who had been renting it but have left behind and abandoned two vehicles. Neighbours have contacted the Letting Agency who manage the property. Cllrs thought this was a matter for the Environmental team at Cornwall Council. Clerk to investigate further.

 

Cllr. Linton

Informed the meeting that a parishioner had contacted him regarding a short stretch of foot path on his land and that he had reinstated a fence that was currently designated on the footpath map as opposed to the old fence which was a slightly shorter route. The landowner is legally allowed and within his rights to do so.

Cllr Linton suggested that the Draft Minutes of the Parish Council meetings be published sooner instead of waiting a month.

It was a legal requirement of the Council that the minutes be approved at a full Council meeting and once they have been signed by the Chairman they are then released for publication /distribution. Perranuthnoe Parish Council meet once a month.

Cllrs decided to review at the next meeting. Clerk would make enquiries as to what other councils are doing.

 

Cllr Sharp. The Coastal footpath was being used by horses (leaving manure) and cyclists both of whom are not supposed to be using it. However there had now been a new development and he had seen electric motor cross bikes using the path which are capable of travelling at 15 mph. Cllrs debated that this was an issue but there is no one policing it.

 

Cllr Jago

Concerned that three graves at the Cemetery were not to the standard of the Parish Council. Two needed tidying by the sexton and one had gravel along the length of it. The Cemetery is a lawned cemetery and there are strict regulations surrounding it. Clerk to investigate.

Project/issues updates:

 

Queens Platinum Jubilee

Two event groups had formed one in each ward

Goldsithney Event team had asked if the County Council were planning any recycling facilities as so many events were being planned on Friday 3rd June. Clerk to investigate.

Perranuthnoe Event Group had secured a road closure notice for their event and would manage funds through the Christmas Lights & Festivities Group. Cheque would be made available to them on the next Payment Schedule – April 2022

 

CCTV – St Pirans Hall –

The contract to install the CCTV had now been appointed by the Hall Committee to Marks Multi Media of St Just. This company is not VAT registered so it was deemed that the Hall Committee would organise, manage and liaise with the clerk re installation. The Parish Council would make a contribution to the cost of the installation.

 

Car Park Perranuthnoe

It was proposed, seconded and agreed unanimously not to increase the Car park Fees over the Easter period.

Cllrs asked clerk to provide car park figures for next parish council meeting

Cllr Sharp suggested donation to a relevant Charity i.e. The RNLI

 

NDP

The NDP was finally after many years work now ready to be adopted and submitted to Cornwall Council

It was proposed, seconded and agreed unanimously to adopt the NDP and approve submission to Cornwall Council.

Correspondence, telephone calls etc.

RRMC have notified us that they had received payment from the Parish Council and have   replaced the Crown Inn public access defibrillator (PAD) battery/pads on Friday, 11 March 2022 – This defib was then reactivated live on the South West Ambulance Service Trust (SWAST) operations.

Footpaths and Rights of Way

Following the meeting with Mr Bob Sanders and the Parish Clerk on the 16/3/22.

Cllr Griffiths informed the council that he thought it feasible and worthwhile that the Parish approve the LMP and SWCP schedules.

It was proposed, seconded and agreed unanimously to adopt the cutting of the SWCP and Inland Public Right of Way’s within the Parish. Applying for Cornwall Councils funding support for the LMP and SWCP and to appoint R SANDERS Garden and Countryside Maintenance to deliver the cutting schedule.
