Planning Applications and Relevant matters
PA21/06321 Mr. L Allen Caravan At Seaview Perranuthnoe
Application for Outline Planning Permission with all matters reserved: Construction of replacement dwelling
Cllr Jago declared an interest in this application and did not take part in discussion or voting.
It was proposed and seconded and carried by 4 votes to 1 abstention that PPC opposes the application for the following reasons
1.Whilst we understand the single storey caravan has been granted a certificate of lawfulness the application site is in open countryside and outside the development boundaries of Perranuthnoe village which have be supported by a relies of consultations over recent years as part of the development of the Perranuthnoe NDP.
2.The granting of a certificate of lawfulness does not imply that a permanent dwelling would be acceptable in open countryside. The siting of new development in this location would be damaging and inappropriate and not in line with the proposals set out in the draft Perranuthnoe NDP which wishes to preserve the agricultural setting of this area
3.The application site is within the Cornwall AONB which is recognised for the character and attractiveness of its landscape. We fully support the objections of Cornwall AONB that development in this location would be detrimental to the AONB and the agricultural setting of this open countryside area
4.The outline application gives little detail about the form of the development proposed and we believe in such a sensitive location a detail application would be appropriate.
PA21/05572 Mr. C. Jose Works to 6 trees subject to a TPO Squirrels Access To Bampfylde Way Perran Downs. This will be a referral for the tree officer to look at. The description of the site is incorrect it is an access track off Bampfylde Way not to it
PA21/05738 Mrs. M. Chapple Front extension and alterations. (Revised scheme of PA12/10879) Location Llamudos Trevean Way Rosudgeon It was proposed, seconded, and carried unanimously that Perranuthnoe Parish Council supports the application. Perranuthnoe Parish Council supports the revised scheme subject to it being in keeping with the neighboring property
PA21/05629 Mr. K Kloubeci Demolition of existing barns and construction of dwelling with non-compliance of condition 2 relating to decision notice PA20/01771 Location Trevean Farmhouse Trevean Farm Trevean Lane Rosudgeon.
It was proposed, seconded, and carried unanimously that Perranuthnoe Parish Council opposes the application. On the grounds that the previous application was a one level bungalow type dwelling. Condition 2 was that it had to be built as per those plans with a number of conditions. This recent application seeks to build a first floor on it and by removing condition 2 this would be permitted. We request all previous conditions be applied
The application site is within the Cornwall AONB which is recognised for the character and attractiveness of its landscape. In view of its prominent position in the AONB development in this location would be detrimental to the AONB and the agricultural setting of this open countryside area
PA21/05977 Mr. &Mrs. J. Stroud Conversion and extension of garage to form self-contained family annexed accommodation Location Luitreth Nanturras Way Goldsithney TR20 9DG It was proposed, seconded, and carried unanimously that Perranuthnoe Parish Council opposes the application This is not an annexe. This appears to be a new build and not an annexe for the family. An annexe should not be self-sufficient it needs to be used in connection with the existing family home and not a separate property.
PA21/06127 Mr. & Mrs. J Marden Replacement rear extension Location 9 Meadow View Goldsithney TR20 9HB It was proposed, seconded, and carried unanimously that Perranuthnoe Parish Council supports the application. Perranuthnoe Parish Council Supports this planning application for a new conservatory within the rear extension,

Proposal Listed Building Consent: Replacement of Crittall windows, Installation of replacement modern secondary glazing system (to improve thermal and acoustic performance) Location North Wing John Stackhouse Apartment/Susannas Apartment Acton Castle Trevean Lane It was proposed, seconded, and carried unanimously that Perranuthnoe Parish Council supports the application. Perranuthnoe Parish Council Supports the Replacement of crittal windows on the proviso that the Listed building Officers are in agreement.
PA21/01564 Mr. &Mrs. Beevers Proposal: Detached two storey dwelling Location: Land Rear Of Rose Cottage North Road Goldsithney Cornwall TR20 9JY
It was proposed, seconded, and carried unanimously that Perranuthnoe Parish Council opposes the application. Perranuthnoe Parish Council opposes this application on the following grounds.
1. They feel it is overdevelopment in North Road
2. The proposed dwelling is out of keeping with the area.
3. There is insufficient parking and amenity space
4. It will have significant bearing and overlook the property sited on the boundary of the plot
5. It would result in an established (old) willow tree being cut down.
PA21/05872 Mr. &Mrs. Ridley Proposal Demolition of a stone out-building within owners’ garden, Replacement 2 bed annexe with holiday usage. Location Sycamore House Fore Street Goldsithney TR20 9LQ It was proposed, seconded, and carried unanimously that Perranuthnoe Parish Council opposes the application.
Perranuthnoe Parish Council opposes this application for the following reasons
1. An annexe should not be self-sufficient but linked to the main property.
2. This is a proposal for a separate property for holiday let
3. There is no vehicle access and poor access onto the road
PA21/06158 Mr. J Wright Proposal Amendments to Existing Roof Structure and Associated Works Location 3 The Mews Road From Perran Lane To Church Farm Perranuthnoe
It was proposed, seconded, and carried unanimously that Perranuthnoe Parish Council opposes the application. Perranuthnoe Parish Council strongly objects to this application for the enlargement of this tiny property in the center of Perranuthnoe. On the following grounds:
1) The nature of the original conversion is such that there is very little external amenity land around the dwelling
2) The impact on the neighbouring property will be significant
3) There is objection from neighbouring properties re lack of privacy & light.
4) It is out totally out of keeping with the Perranuthnoe Conservation Area
5) The village is already overrun with visitors and cars additional occupants should be provided with additional car parking.
6) Small scale buildings such as this one should be retained as at present Tally out keeping in the conservation area and will impact on neighbours

It was agreed to defer any decision on this application and to consult with the planning officer.

Clerks Report
Mr Peter Linton, (Perranuthnoe) Mr Chris Pascoe (Rosudgeon) and Mrs Shann Rodgers
(Goldsithney) had expressed an interest in becoming a Co-opted Parish Councillor, Clerk to liaise and invite to meeting with current Councillors.
Clerk had met and shared a working lunch in the parish office with the new County Councillor Tara Sherfield Wong.
Chairman’s Report
Cllr Nicholas reported that
1 – Lifeguard service now in place at Perranuthnoe for the summer season
2 – Request for increased visits from the Police to St Pirans Hall because of minor vandalism
3 – Request for Surveyors meeting re the condition of the St Pirans Hall Building
Cllr Nicholas had attended
1) Public Meeting at St Hillary on Friday 16th July for the Nanturras Camp site Planning Application she felt a letter of support should be sent to oppose the PA from PPC
2) Community Network Partnership on the 15th July 2021
3) NDP meeting at the Hall on the morning of Wednesday 7th July and in the afternoon met with Cornwall Cllr Tara Sherfield- Wong, Cllr Greenwood Penny and residents on a site visit at St Petry.
4) St Hilary Parish Council public meeting to discuss the Solar Farm application of St Aubyn’s Estate.
County Cllrs Report
Apologies from County Cllr Sherfield Wong received at 17.30 for non-attendance at tonight’s meeting and not sending a report due to a migraine attack that she had been suffering all
day.
Cllrs Reports
Cllr. Collins – Reported that residents didn’t seem to know what was going on regarding the Old Quarry at Trenow it was alleged that people had been staying in the chalet. This should be reported to enforcement at Cornwall Council to investigate
Cllr Greenwood- Penny Gave a report on the site visit with The Chairman of PPC and County Councillor Sherfield Wong 15 residents turned out to voice there disproval of the fences and restricted access to The Green, he was hopeful something positive would come out of it.
Cllr Jago. Raised the issue of non-attendance of the County Councillor Tara Sherfield Wong and that it should be noted.

Green Gym – Installation booked for 2nd August 2021 MUGA would follow at a later date
Status of PPC NDP – Stuart Todd has now reviewed and revised the Plan, reviewed Regulation 14 responses and dialogue with Steering Group ongoing. The next stage would be a meeting with him.
Surveyors Report ST Pirans Hall Cllrs. Griffiths and Sharp volunteered to be the Parish Council representatives to review the surveyors Report with the St Pirans Hall Committee
