 MINUTES of a meeting of PERRANUTHNOE PARISH COUNCIL

Held at St Pirans hall Goldsithney on Monday 18th September 2023 7pm.

Councillors Present: D. Sharp (Chairman),  A. Collins, P. Linton, G. Griffiths, J. Jago, K. Trevena S. Brede & C. Pascoe

Cornwall Councillor Cllr. John Martin – Long Rock Marazion & St Erth Electoral Division.

Visitors Present:  15 members of the public in attendance.

 

 

09/23/01

Apologies for absence: Cllr. Nicholas on holiday

Chair David Sharp opened the meeting at 7pm and welcomed everyone.

 

 

09/23/02 Declarations of Interest. None  
09/23/03 Co-Option of new Councillor Mrs Katrina Trevena – Goldsithney Ward

The Parish Council have now been able to fill the vacancy left by Cllr Greenwood Penny following issuing  a public notice and receiving no requests for an election they were able to fill the vacancy by co-option. Councillors resolved to accept Mrs K. Trevena as a parish councillor for the Goldsithney ward. Mrs Trevena signed the Declaration of Acceptance and agreed to the Councillors Code of Conduct.

 
09/23/04 20   minute public speaking period. 4 people spoke in the public speaking session.

1.     8 residents were present at the meeting and spoke about concerns regarding traffic issues within the Parish. Specifically Fore Street, going towards Rosudgeon and the Perran Crossroads.

Cllr Griffiths told the meeting that the Goldsithney Transport Management Plan was now in the hands of Cornwall Council after going out to public consultation. The Parish Council could do no more but wait on the design team at Cornwall Council. Cllrs. were very frustrated at the time it was taking to implement but  the plan would certainly slow the traffic down entering and leaving the village as well as in Fore Street itself. Cllr Griffiths suggested that the village should form a speed watch programme.

Cornwall Councillor John Martin addressed the meeting stating that he would shortly be attending a meeting on September 28th with the Head of Highways at Cornwall Council and would certainly discuss the Goldsithney Transport Plan. He also said that VA signs (Vehicular Activated Signs)  are going to be recommended all over West Cornwall.

4.     Rachel Fripp had recently moved to the village and would like to register her concerns regarding PA23/06720 as it was adjacent to her property she was cautious of any new development but would keep an open mind at this stage.

It was proposed and agreed by 6 votes to 2 against that Peranuthnoe Parish Council objects to Planning application PA23/06720 as it fails to recognise the Perranuthnoe Neighbourhood Plan or assess alignment with its  relevant policies. The Neighbourhood Plan should consequently be used as part of the Development Plan for Cornwall in all planning decisions, in line with Section 38A(4) of the Planning and Compulsory Purchase Act 2004.This planning application contravenes the following Neighbourhood Plan policies. The housing development under PA23/06720 lies outside the Development Boundary of Goldsithney village.

The proposed development would significantly alter the heritage attributes of the settlements of Goldsithney and Nanturras and the historic character of the surrounding landscape.

Clerks Report

Clerk reported that the CALC AGM  was to be held on the 23/10/23 at St Erme Community Hall 7pm

Code of Conduct Training for councillors was being conducted on the  21/11/23

Vandalism Bus Shelter St Pirans Hall – Unfortunately one of the end panels constructed of glass in the bus shelter outside St Pirans hall had been shattered.  Councillors Collins and Linton had cleaned the area following the incident which happened during day light hours.

 Chairmans Report –  Cllr David Sharp

Cllr Sharp states that he felt all Planning Officers at Cornwall Council should have a copy of the new Perranuthnoe Neighbourhood Plan Policies as should all Parish Councillors.

He wanted to thank Mrs Sally Linton for sorting out the telephone box in Perranuthnoe Mrs Linton had cleaned and painted it and it was looking great . He asked that a letter of thanks be sent to her from the Parish Council.

Cornwall Councillors Report –  Cllr John Martin

Cllr Martin told the meeting that he would be attending the West Planning Meeting on Monday  9th October and that he thought a member of the Parish Council should be in attendance as well to put the case to the committee re PA23/04136 Fair Havens Perran Lane Perranuthnoe TR20 9NQ. Cllr Linton responded by saying he would attend and represent the Parish Council.

Cllr Martin said he had been contacted by residents regarding the road conditions at Perran Downs, particularly drains on the road at Perran Downs Road.

He was waiting to see the final comments on the A394 consultation period he would circulate them when he receives them.

 
09/23/14 Cllrs Reports:

Cllr Jago stated that there needs to be a sign higher up at the bottom of the village so drivers could see it more clearly to give way to oncoming traffic.

Cllr Griffiths- had reported to Cornwall Council a flattened bollard at the bottom of the village in the main road where the road narrows. He had inspected Well Lane Goldsithney  there could be the need to re hang the gate at the entrance to the Lane as it was the Parish’s responsibility. He would assess after the contractors had been to cut back the foliage.

Cllr. Trevena – was concerned about the gully that had been exposed after St Aubyn’s Estate had cut down 5 trees at Tregurtha View which were acting as a fence/barrier. It was now a hazard and who was responsible for erecting a new fence Cornwall Council or St Aubyn’s Estate.

Cllr Brede-

Wanted a contact for the Skate Park committee. Who was responsible for the footpath /area off Fore street at the bottom end of  the village . Cllrs thought it could be Live West as they should be reminded of their responsibility as land owners for the up keep of it .

Cllr Pascoe – was concerned that all councillors were not aware of the Development Boundaries within the Perranuthnoe Neighbourhood Plan.

Projects, Issues & Updates

Car park & Toilets Perranuthnoe  – Cornwall Council  black bin at the Car Park.

Unfortunately, Cornwall Council will no longer provide and empty the bin at the carpark once the transfer of the carpark and toilet block to the Parish Council has taken place the options to keep the bin were

1.       Use existing 660L – the cost of cleansing would be £778.30 for a full year.  Plus the re-charge to the council for the bin, but due to the condition of the bin it maybe a nominal fee (£100)

2.     Parish purchases a new bin(s) through us, which Rolf has suggested would be 2 x 360 Nexus bins, which works out to be: £1,174.32 per bin (cleansing only = £540.72), which includes purchase and installation.  The total for two bins will be = £2,348.64 in year 1 (cleansing only would be £1,081.44)

A discussion followed which resulted in the councillors voting unanimously to remove the Cornwall Council bin from the carpark as it was mainly being used by holiday homes to deposit their domestic waste. Councillors would revisit at a later date to possibly review the situation. The Council would still empty the black bin on their land at  Perranuthnoe Beach.

Roof at Bus Stop Fore Street Goldsithney – Cllr Collins & Griffiths to get costings for repair.

Goal Nets – St Pirans Playing Field – Cllr Colins to get costings for new ones.

Finance Sub Committee – Report from meeting held on the 30/08/23

In the reserves St Pirans Hall should be listed as Refurbishment not Rebuild

New web site should be removed from capitol budget and located in working budget

VAT position clarified on any potential future income from the car park

Propose to ring fence car park revenue in our reserves.

Cllr Linton has looked into two options for investment .

08/23/22 Confidential Matters None  

The meeting closed at 9.30pm but was reopened at 9.33 as Councillors had not resolved to accept the rent increase on the Parish Office and the payment was on this month’s payment schedule.. It was discussed at the August Parish Council meeting but not approved. This was a large increase approximately 85%, from the St Pirans Hall Management Committee.

However, councillors felt that it was Important to keep the office for a number of reasons  a) to have a focal point for the Parish b)  a working environment for the Parish Clerk and c) a place where councillors could hold meetings.

It was proposed, seconded and agreed reluctantly to approve the annual rental charge for the office at St Pirans Hall  which would now be £1300 for 2023/2024.
