MINUTES of a meeting of PERRANUTHNOE PARISH COUNCIL

Held at St Pirans Hall Goldsithney on Monday 16th January 2023  7pm.

Chair Sue Nicholas opened the meeting at 7pm and welcomed everyone.

01/23/03 20 Minute public speaking period.

Mrs Jose spoke in support of  PA22/08919 construction of a detached gym building at Trescowe Stables Trescowe Road Goldsithney. Mrs Jose confirmed that the building was 6.5 metres long not 7.5 metres. The Chair pointed out that this planning application had been dealt with at the December 2022 Parish Council meeting and that it was now in the hands of the planning department at Cornwall Council.  Mrs Jose was aware of this but was asking for the support of the PC.

Mrs Groves spoke in relation to: Perranuthnoe traffic plan, Perranuthnoe Car Park, Perranuthnoe Bus Shelter, Perranuthnoe Parish Citizen of the year award & thank you letters to businesses during the Pandemic. Mrs Groves wanted an update on all items in writing. The clerk would reply but not until mid Feb due to current workload.

It was proposed, seconded and agreed unanimously that Perranuthnoe Parish Council object to this planning application. The development proposal is inappropriate for this site and runs counter to relevant national and county planning policies. The Parish Council reconfirms its strong objection to it, the revised Plans have not addressed any of the key grounds for objection.

It was proposed, seconded and agreed unanimously that Perranuthnoe Parish Council will be guided by the planning officer on this [planning application . Perranuthnoe Parish Council acknowledge that the boundary  has now been defined in blue and that the quality of the design and access statement is very good.

Parish Council Budget now agreed by councillors to be published on the website as a working document,

Publishing  in advance dates of the 12 Parish Council meetings for 2023 and attendance of Councillors.

Roof of Bus Shelter opposite St Aubyn’s Estate clerk had got one quote but was now looking for another to compare it with as it seemed rather high.

Chairmans Report.

I would like to wish all  Cllrs and residents a happy new year.

Since our last meeting the proposed traffic management plans have been out for public consultation.

As the Vice Chairman of The WPCNP I, the Chairman and Guy our new Community Network Officer attended a meeting in Bodmin to review the Community Area Panel areas. As there is a reduction of the officers for community networks then areas are changing.

On Sunday I attended the MTC Civic service, it was well attended and the service itself was very much community and family orientated. It was good to see everyone at the Community Centre afterwards.

As you are probably now aware our Cornwall Councillor resigned at the beginning of the month. Despite many requests, I will not be standing! Cllr Linda Taylor is covering this revision in the meantime.

Some individuals are using the “Mayor of Cornwall “ issue as the reason for them to be elected! That is just a smokescreen, whilst it is an issue we need someone who is actually going to work with the Parishes and attend our meetings!

There are a number of outstanding planning enforcement issues which have been passed to Cllr Taylor to look into. The issue of Who is responsible for putting planning site notices up has come into focus. A ridiculous situation arises that notices are sent to applicants and they are asked to put the notice up themselves. take a photograph and send it to the planning officers. This explains why some have not been put up! I have written to the planning dept saying this is not acceptable! .. like turkeys voting for Xmas!

If there are any sites where the notices have not been put up we need to take note and give the details to our clerk so they can be sent to the planning manager.

Cornwall Councillors Report –  Cllr. Tara Sherfield -Wong has resigned from her post as County representative for the Long Rock Marazion & St Erth Electoral Division.

An election to fill the vacancy will  take place on Thursday 16th February.

Clerk to post election notices on the website and noticeboards when candidates confirmed.

 
01/23/13 Cllrs Reports:

Cllrs Jago. had noticed pot holes in Fore Street Goldsithney.

Cllr Rodgers. Noted a hole in the Cornish hedge just up from St James house in Fore Street the council  would monitor the situation.

Cllr Griffiths had been approached by two parishioner’s re-funding for a village event to celebrate the Kings Coronation in May. An application should be made via the clerk.

Projects Issues & Updates.

NDP update –  Modifications currently being made then the NP would be returned to Cornwall Council

Traffic Management Plan Goldsithney Public Consultation. Following the public consultation on the traffic management proposals for Goldsithney. CC held a meeting with the Chairman, Vice Chaiman and Clerk  to review the public responses. Of the three proposals two were supported by a majority of the public. On the third there was some concern over the loss of 5 parking spaces predominantly outside the Crown Inn. The Highways department and the PC felt that Improvements to pedestrian priority and improved village feel were felt to be more important than parking at the location of the raised junction. The implementation of these traffic calming measures will lead to a slowing down of the traffic through the village which is what residents have asked for.

Decision: Go forward as advertised on all three proposals. Costings to be reconfirmed, Cornwall Council would not be covering the full amount of the three proposals. The Parish Council will have to make a  contribution.

Traffic Management Plan Perranuthnoe

CC Highways Department have recommended that the Parish conduct a feasibility study for the traffic /parking situation within the village. The new county default scheme would look to reduce the speed limit to 20mph in all residential areas which are currently in 30mph areas. This would include/ extend to Perranuthnoe and will have an impact. It was proposed, seconded and unanimously agreed that PPC fund a feasibility study for Perranuthnoe.

Skatepark –  The newly formed group are trying to locate land ownership; the PC have directed them towards the St Pirans Hall Management Committee.

Bus Shelter at Perranuthnoe – Estimate received for a 10×6 block substructure and granite stone faced bus shelter art Perranuthnoe. Councillors discussed some amendments and the contractor will be asked to submit a new quote. Clerk/Chairman to check out if planning permission is required.

Development proposal at Well Lane Perran Downs, Lawrence Associates to meet representatives of the PC

Tree debris Trescowe Road correspondence forwarded to Cornwall Council

Future of staging area by builders on private land in Perranuthnoe village. Clerk to speak to planning officer this is a greenfield site.
