MINUTES OF A MEETING OF PERRANUTHNOE PARISH COUNCIL

Held at St Pirans Hall Goldsithney on Monday 15th November 2021,1900 hrs

11/21/01 Apologies for absence: Cllrs. S. Nicholas, R. Greenwood-Penny & G. Griffiths
Chair Andrew Collins opened the meeting at 7pm and welcomed everyone.

11/21/05 Planning Applications and Relevant matters

Application PA21/09862 Applicant MR ADAM OATES Nicholas Clift Associates
Proposal DOMESTIC SINGLE STOREY EXTENSION Location 1 Little Meadow, Chy-An-Gwel Bampfylde Way Perran Downs Goldsithney. It was proposed seconded and carried unanimously that Perranuthnoe Parish Council has no objection to this planning application.
Application PA21/09473 Applicant Mr. And Mrs. S Smith
Proposal Resubmission of PA20/03479 (Two dwellings and alterations to existing access.) Location Land West Of Grove Cottage Red Lane Rosudgeon
It was proposed seconded and carried unanimously that Perranuthnoe Parish Council objects to this application on the following grounds:
This is not infill and it is not rounding off. These areas were well documented by the Appeal Inspector in March 22nd 2021
This application is on agricultural fields
The proposed entrance splays will change the landscape of the lane and is contrary to section of the CLP and is also close to a blind bend.
This has previously been turned down at appeal and the reasons why still apply and are relevant to this application.
No Public notice has been displayed
Application PA21/09509 Applicant Mr. & Mrs. Jeffrey
Proposal Single storey ‘Glass Box’ Side Extension Location Chywyn Belvedere Lane St Hilary TR20 9DJ. It was proposed seconded and carried unanimously that Perranuthnoe Parish Council has no objection to this planning application
Application PA21/02350 Applicant: Osborne Developments
Proposal: Construction of Three Detached Dwellings, Two Detached Garages & Associated Works Location: Land Northwest Of Trevere Rosudgeon Cornwall TR20 9PA
On this application there appears to be Inaccurate annotation as it states the vehicles will be entering the B3280 It is actually the A394.
The A394 is a very busy main road and reading the Transport advisory note from Cornwall Council Highways Development team these concerns are highlighted. There is a major problem with the visibility splay it should be 58m and the plans are stating 25m.
Perranuthnoe Parish Council has no objection to this planning application subject to Cornwall Council Highways /Transport Development Department/Officers approval of the scheme.

Proposal Single storey rear extension, internal alterations and replacement windows Location Elm Cottage Fore Street Goldsithney TR20 9LQ
It was proposed seconded and carried unanimously that Perranuthnoe Parish Council has no objection to this planning application.
Application PA21/10447 Applicant Mr. John Tither
Proposal Construction of a three-bedroom dwelling with associated garden and amenities Location Land Adj To Rylands Grove Lane Perran Downs Goldsithney.
It was proposed seconded and carried unanimously that Perranuthnoe Parish Council objects to this application on the following grounds:
There is little change if any from the original proposal.
This application would be inappropriate for the location. It is out of keeping with the existing properties where properties are set back in large gardens.
It would be intrusive on the landscape and would totally change the area in the middle of the Trevelyan Plantation which is a biodiversity area.
The development is considered contrary to Policy 7 of the CLP which refers to housing in the countryside and section 2.35 specifically states that subdivision will have to demonstrate an appropriate level of space and amenity for new and existing occupants.
It also contradicts Policy 12 Design in keeping, section 2 development proposals should protect individuals and property from a) overlooking b) overshadowing and overbearing impacts.
Policy 13.3,13.5 Policy 23 Natural Environment and Policy 25 Green Infrastructure.
it is contrary to 2.168 of the CLP ancient woodland and veteran trees.
It is also against the Perranuthnoe NDP p64 section 180, CW5c, community assets and a sense of place and P60 Landscape Protection.
We also take into consideration the many objections from neighbours to this application.
Application PA21/10310 Applicant Mr. Rowley Chyfor Access Track To Treetops Perran Downs Goldsithney Proposal Erection of detached three-bedroom bungalow with noncompliance of condition 2 PA18/06098 dated 19.09.2018
Removal of Condition Number 2 to use cladding instead of timber on the gables
It was proposed seconded and carried by 4 votes (1 abstention & 2 against) that Perranuthnoe Parish Council objects to this application.
PA21/09177 – Applicant Mr. Adam Oates – Charlie Jose Tree Surgery
Proposal Felling of T1 (Sycamore) and T2 (Sycamore). Removal deadwood 50mm and above of T3 (Sweet Chestnut), felling of T4 (Holly), felling of 2 Sycamores (G1), felling of T5 (Sycamore) and crown reduction in height by 2m of T6 (Sweet Chestnut) Location Chy-An-Gwel 1 Little Meadow Bampfylde Way Perran Downs. This application is for works to trees in a Conservation Area, it will be decided under delegated authority. There is no need for the PC to submit any comments to the local planning authority the communication we have received is to notify us that an application has been received.

This result of this appeal was very disappointing and the parish council felt that the appeal Inspector had shown total disregard for public opinion. It was proposed seconded and carried unanimously that Perranuthnoe Parish Council reply compile their thoughts and write to the Inspectorate. Cllr Sharp to draft a letter and circulate to all Councillors.

11/21/09 Clerks Report

Repair to children’s play equipment in playground. – Clerk had obtained a quote for the repairs in the children’s playground from Mr V Glover which was half the price from SW Play. It was proposed, seconded and agreed unanimously to accept quote from Mr Glover and clerk to proceed with organising repairs.
Replacement cylinders on Proludic Gym Equipment – clerk had received confirmation that replacement parts were now with the contractor who had installed the original apparatus. Waiting for a date for them to be replaced.

11/21/10 Chairman’s Report

Chair Cllr. Collins updated the Council on a meeting that had taken place with Briam Baumber of St Pirans Hall Management committee and MP Derek Thomas at which the issue of the state of the two derelict properties on the A394 adjacent to the Courtlands Residential Home was discussed. Mr Thomas has a meeting planned with owner of the properties in the next couple of weeks so would be able to give an update when this had taken place.

Cllr Sharp– Reference the email received from a local resident on parking issues within the village. We need to act on it something needs to be done to stop this behaviour.
Cllr Linton had received a phone call from a parishioner reference retaining the phone box in Perranuthnoe and asked could the council re-approach BT regarding the adoption of the phone box in Perranuthnoe. His reason being the recently launched Ofcom consultation on revised guidelines. Clerk to make enquiries.
Cllr. Jago asked that Sunningdale – Hedge be discussed at next months meeting

11/21/13 Project/issues updates:

CCTV – St Pirans Hall – The St Pirans Hall Management Committee have asked for 3 councillors to represent PPC assisting them with their facilitation of the CCTV at ST Pirans hall and field.
Cllrs Collins, Pascoe & Griffiths were nominated with Cllr Sharp as a backup.
Enforcement & Appeals – PPC thinks that not enough is being done by the enforcement team/department at Cornwall Council and are dismayed that the number of appeals going against the Parish and Cornwall Council.
