Typo/spelling error on P3 under councillors reports should be ‘concerned’

Cllr Sharp thought that Cllr Leo was asked to look at the Standing Orders on line as they were available on the PC website. At the meeting Clerk said she would provide a hard copy.

In order for the Parish Council to progress to online banking the clerk needs to be added as a signatory in in order to prepare the councils financial business.

Chairmans Report.

Cllr Sharp – I attended the inaugural West Penwith, St Erth and St Ives Community Area Partnership meeting on Wednesday 28th June, it was agreed that a Funding Panel Sub-Group would be established to allocate the Community Levelling Up Programme (CLUP) and Community Capacity Fund (CCF) grant funding for community projects. This was a good meeting but early days as to how the new system would work in practice.

The Telephone Box in Perranuthnoe had been taken over by someone depositing their property inside it. A 7 day notice to remove all items should be issued . Clerk & Chairman to liaise on issuing.

A hole in the hedge in a large field has appeared between Trebarvah & Perranuthnoe this is an issue with the private owners of the land.& Cornwall Council.

Cornwall Councillors Report –  Cllr John Martin

Cllr Martin had signed a petition to support the continuation of 24 hr urgent treatment centre at Penzance hospital.

He was strongly opposed to the proposed closure of the ticket office at Penzance train station There would be protests in both Penzance and St Erth. Two people had already been laid off and the closure would definitely disadvantage people with various disabilities. He felt that it is something that people within his division did not want to happen.

The proposed changes to the A394 public consultation process hopefully would take place during late August/September 2023

Stats recently released from the public consultation on how Cornwall Council is performing

Housing – still 28,000 families needing houses, last year 290 were housed

Transport – more appropriate  buses for our roads are required not double decker’s. However the new pricing structures on the busses has quadrupled the number of passengers using them.

He had attended the inaugural West Penwith, St Erth and St Ives Community Area Partnership meeting on the 28th June  there were going to be 4-6  meetings a year each meeting lasting  2 hours long he was not sure whether there would be enough time to cover all that needed to be dealt with. He felt the appointment of Brian Clemens as Chairman of the CAP was a strong one.

Unfortunately and very disappointed he reported that he had not received any notification re the enforcement cases within his area.

Cllrs Reports:

Cllr. Nicholas Had recently attended the latest meeting of the  Integrated Care Forum. The Cornwall and Isles of Scilly Integrated Care Board would like people to feed into the 10-year Integrated Care Strategy for Cornwall and the Isles of Scilly she would be sending the document to all councillors.

Two things had been brought to her attention by one parishioner 1) There were concerns re the speed of traffic at Nanturras and 2) Dogs on the beach at Perranuthnoe. Cllrs hoped that the new 20 mph rollout soon to be implemented within the various areas of the parish would help ease the speed of motorists. Nanturras is a settlement in its own right..

Cllr Nicholas recommended new signs at Perranuthnoe Beach and that a dog warden patrol the area.

Cllr Brede – reported a dangerous tree she referred to the size and state of a tree on Primrose Hill in Goldsithney. Parishioners had expressed their concern about it being toppled in  the high winds. The  Clerk would report the offending tree to Tree officers & Forestry team at Cornwall Council.  

Cllr Linton was concerned that  a red car had rolled and been left in Perranuthnoe, he thought it could be abandoned. He thought that this was the second one in  two  years.

Cllrs to keep an eye on it and see if gets removed.

The Chairman, Clerk & Councillors thanked Cllr Linton for setting up and operating new visual technology to view planning applications and parish locations using GPS systems at Parish Council meetings it was most helpful.

07/23/14 Projects, Issues & Updates

Andy Moore Chaiman of the St Pirans Hall Management Committee addressed the meeting on the following:

1)    St Pirans Hall Community Capacity Fund, it would take a colossal sum of money to update the hall and to keep it open for the community. To cover some of the monetary costs he was applying for funds from the Community Capacity Fund and was looking for support from the Parish Council  and asked for two Councillors to sit on the Project Group. The Parish Council gave their verbal support and Cllrs Chris Pascoe and Andrew  Collins agreed to be part of the project group.

2)    Perranuthnoe Neighbourhood Plan Referendum is being managed by Cornwall Council and was planned  for Thursday 10th August 2023. A 50% yes vote was required to implement the Plan. Six years of hard work had been required to get this point he encouraged everyone to attend whatever their vote.

3)    Rent Increase for the Parish Office at St Pirans Hall, the Hall Management Committee were planning a substantial increase (75%) to the Parish Council for the rent of the Parish Office in line with rising costs and four years of no increase. However,  he did point out that the Parish Council had and were continuing to financially support the hall through a variety of projects, of which he and the management committee of the hall were very grateful for.
