Chair David Sharp opened the meeting at 7pm and welcomed everyone.

Approval of minutes from Parish Council meeting held on 27th March 2023

These were proposed, seconded, and carried by 7 votes (1 abstention) that the minutes be signed.

Cllr Leo stated he did not offer his apologies for the last meeting as he had not been correctly summonsed to attend the meeting.

Proposal Construction of Agricultural Barn for Storage of Farming Vehicles for Maintaining the Land North of Trevean Farmhouse

It was proposed seconded and agreed by 7 members with one councillor abstaining that PPC objects to this planning application on the grounds that it is too close to the neighbouring property and there is no caveat that it is only to be used as an agricultural building in the future.

Proposal Construction of three dwellings, landscaping and associated works without compliance of condition 2 in relation to decision notice PA22/07863 dated 28/10/2022 Location Land West Of Trevere Rosudgeon TR20 9PA.

It was proposed seconded and agreed unanimously that PPC supports this planning application.

It was proposed seconded and agreed unanimously that PPC objects to this planning application on the grounds of the height of the two storey extension on the garage – it is too high.

Proposal Non-material amendment in relation to decision notice PA22/09917 dated 16.02.2023 for the segregation of the two dwelling plots to be independent of each other and to allow the present applicant access on to the A394 prior to any commencement date for either of the self-build dwellings.

It was proposed seconded and agreed unanimously that PPC objects to this planning application on the grounds of access. The implementation of the new Goldsithney traffic system is going to make a one way system in North Road. The applicants should consider access from the North entrance to Trevabyn Farm where 1)There is room for a far better splay at the entrance to Friendship Hill and 2) The extra traffic that this development would create will be going through an already busy residential area.

05/23/10 Clerks Report.

Clerk reported to the council the Community Infrastructure Levy received from Cornwall Council in April 2023 was £7,124.95

Clerk informed the council that the Community Area Partnership inaugural meeting was being held on Wednesday 28th June and that the Parish Council needed to elect a representative for 2023/24.

It was resolved to elect the Chairman as the councils representative but in his absence the Vice Chair would attend the CAP meetings and represent Perranuthnoe Parish Council.



Chairmans Report.

Cllr Sharp expressed that he was pleased to be the new Chair of the Parish Council and thanked Cllr Nicholas for her previous two years in the role. He was committed and would endeavour to do the best he could whilst in the position. As he had only be elected in the last hour at the Annual Parish meeting he had not prepared a Chairmans’ report.

However he would like to state that he had been approached by concerned Parishioner’s in Perranuthnoe that the property Fair Havens on Perran Lane had recently been sold at auction and the builders would be moving onto the site very soon. There was serious concern for the trees on the boundary wall which form  a canopy over the road.

The Chairman asked the clerk to apply for  a Tree Protection Order with Cornwall Council.



Cornwall Councillors Report –  Cllr John Martin

Cllr. Martin commented on the following:

The Community Area Partnership was emerging but confusingly. Guy Pace Community Link Officer (West)  at CC was  trying to consolidate the long winded process.

He had recently attended the Central Planning & West  Planning committee meetings where members had voted against 2 applications at the WPC. The WPC were currently looking at 3 PA’s in the Perranuthnoe Parish, two residential and one commercial.

He was still dealing with the property that had been flooded in Springfield Road – this was ongoing and he had recently been called to Banbury Close where motor bike training was illegally taking place.

He will be attending a full Council meeting next week where there would be further discussion on a

Devolution Deal Level 2 for Cornwall which would mean less funding being available. He wanted more decisions to be made here in Cornwall and he felt that a General election would be next year. 



Cllrs Reports: 

Cllr. Jago Expressed that if the carpark was doing well at Perranuthnoe should we look into renting or leasing  2 acres of land behind the existing car park.

Cllr Linton – Thanked the Parish Council for the funding for the Perran village Coronation Event which went extremely well. He welcomed Cllr. Sharp in his new position as Chaiman of the Council  and looked forward to the sub groups for Planning and Finance being formed.

Cllr. Pascoe  reported that  the skate board group were holding a meeting with the St Aubyn’s Estates this Thursday 18th May. He will update the council on the outcome.

Cllr. Sharp  – reported that he had fitted a lever on the cistern in the ladies toilets at Perranuthnoe.

05/23/14 Projects Issues & Updates

NP- The Neighbourhood Plan has been finalised following the Examination, and the role of the NP Steering Group in supporting consultative development of the Plan is now complete. The Council has therefore decided to dissolve the NP Steering Group and would like to thank all those who have contributed to it over the years. The extensive consultation and research process which the Group has helped to support, has enabled the Parish to understand the key priorities and issues of concern to local communities, and to develop a Plan which charts a positive way forward for this Parish, in order to provide the homes we need, whilst conserving the places we cherish.

It was proposed, seconded and unanimously agreed to dissolve the NP Steering Group.


Traffic Feasibility Study – Andy Hosken Head of Highways was visiting Perranuthnoe for a site visit on Tuesday 30th May. Cllrs Sharp & Collins would be accompanying him around the village.

Footpaths and Rights of Way

Cllr Sharp had seen an off road electric bike travelling at 25mph on the SWCP

Cllr Collins stated that the footpath below Dubban Farm was extremely overgrown and looked like it had been forgotten in the recent cutting schedule . Cllr Griffiths identified this was a Gold Path, No 4 with the junction of Footpath no.8. –  Clerk to report and request cutting.
