Chair Sue Nicholas opened the meeting at 7pm and welcomed everyone.

Declarations of Interest – None declared
20 Minute public speaking period – Mrs Y Groves spoke regarding the proposed bus shelter for Perran village, she felt very strongly that the bus shelter in Perranuthnoe should be constructed of stone preferably granite and not of any other material. Mrs Groves informed the council that in Feb 2019 Cllr Jim Scobie had costed a granite bus shelter at £25,000. The Council asked the clerk to check if this had been agreed by the council or if it was an estimate that was presented to the council.

Mrs Groves left the meeting at 7.25pm

Approval of minutes from meeting held on 15th November 2021

These were proposed, seconded, and carried unanimously.

Planning Applications and Relevant matters

Proposal Part conversion and part extension of outbuilding to create annexe (amended design following approval PA18/00101) with non-compliance of condition 3 of PA18/11005 dated 09.01.2019 Location Messina Trevean Lane Rosudgeon TR20 9PD Applicant Mr. Michael Trevillion. It was proposed, seconded and unanimously agreed PPC supports the application but not the lifting of condition 3. Councillors expressed that some could not view these plans on line.

It was proposed, seconded and unanimously agreed that PPC supports this application

It was proposed, seconded and unanimously agreed that PPC has No objections provided the Tree Officer reports and approves the removal if he sees necessary

Due to late CC communication a decision was made by councillors on 6/12/21 that Perranuthnoe Parish Council has no objection to PA21/09357, the revised application is in line with the recommendations that were made in the meeting with ward councillors and the architect and therefore support approval.

Clerks Report

Defibrillators – The clerk gave an update on the four within the Parish, the one at St Pirans Hall requires a new set of pads.  A quote to replace them had been obtained from the RRMC It was proposed, seconded and unanimously agreed that PPC accept the quote to replace the electrical pads.

Election Costs – Clerk advised the council they would be receiving two invoices one for each ward for the May Elections. The returning Officer fee have been set for some years and had not been increased this year £100. Clerical £100 and nomination packs £55 – total £255 each ward

NT Benches – Progress is slow but new aerial photographs had been received for the citing of a new bench at Trenow Cove. Clerk to visit site to see exact location.

Chairman’s Report

It has been an interesting time since our last meeting,

Covid regulations and rules are a moving feast but at present the Parish Council is required by law to hold physical meetings. (present figures have slightly increased from 459 to 479) per 100, 000 since last Friday.

There are a number of planning applications that we have requested to go to the West Planning Committee which should include an input from our Cornwall Councillor.

There are a number of outstanding planning Enforcement cases which we need to ask about.? If they have been closed or continue to be pursued

There has been a pre app application in the farmed agricultural fields at Higher Downs, St Hilary Village that will impact more on Goldsithney than St Hilary Village.

We are supporting St Hilary Parish Council in their objection to this.

There seems to be a number of 5-day notices on planning applications at present, Cllrs are urged to send a swift reply to these as it is limited time to respond.

I have today sent an email to the highways team asking when the traffic management plans for Goldsithney and Perranuthnoe (including the walkway between Goldsithney and Marazion) will be sent to the PC for review before it goes for public consultation.

The reorganisation at Cornwall Council causes some difficulties in that contacts and names may change so there may be delays in responses to queries. I would like to thank all the officers for their help and support over these difficult times.

A meeting was held between parents, children and Members of the hall committee re skate park facilities. Our MP Derek was also present. Two other meetings have been held and I understand that some parents are willing to move this forward.

There is a consultation out on the removal of earwax services at GP surgeries which suddenly have become an enhanced service, even though it has been done in surgeries from at least the 70s!

Plastic/ rubbish from beach at Trevean, There’s no official collection from there.

Lastly, on behalf of the Parish Council I would like to thank Steve and the village lighting team for the excellent Xmas lights throughout Goldsithney.

County Cllrs Report

None Submitted

Cllrs Reports:

 Cllr. Rogers Speeding traffic in Fore Street Goldsithney. A parishioner had come into the post office to complain about the speed of the traffic in the village and Cllr Rogers herself had been the victim of a near miss experience. Cllr Nicholas was chasing CC for the public /final consultation of the traffic plan for Goldsithney when implemented which should be in 2022 would slow the speed of the traffic.

Cllr. Griffiths submitted a poster that he had researched and thought it would be beneficial to the Parish if we were to display in our public toilets when we reduce the cleaning rota in the New Year.

Cllr. Pascoe felt that the pavement on the A394 at Walters Way was in a bad condition. Cllr Nicholas explained that Penmellyn developments who were the builders had not finished the project yet and that Highways had made it a condition to make good before the end of building work.

Project/issues updates:

NDP Update – statement from Chair of NDP Steering Group has asked that the Parish Council move to resolve the following points:
1. Agrees that the Perranuthnoe NDP is fit for purpose and ready for submission to Cornwall Council
2.Notes that Stuart Todd is completing the Basic Conditions Statement
3.Delegates to the Chair of the Parish Council working with the Steering Group the ability to make amendments to the text should any be required after the final review by Stuart Todd.

It was proposed, seconded and unanimously agreed to approve and accept points 1,2 and 3 regarding the NDP

Toilet Cleaning Perranuthnoe It was proposed, seconded and unanimously agreed to reduce the cleaning of the toilets from 7 days a week to 4 days for the winter months to be reviewed again in the Spring. Commencing w/c 3rd January 2022 the days would be Monday, Wednesday Friday & Sunday. Clerk to implement.

Vice Chair Cllr. Collins asked that a letter of thanks be sent from the Parish Council to Cllr Dave Sharp & Andrea Robinson for all their help in keeping the toilets open and assisting the council in managing them. Clerk to send letter. 

Bus Shelter Repair St Pirans Hall South Road – Glasdon UK Ltd. had submitted a cost to repair the damaged bus shelter at £4300 this seems rather excessive. Clerk to look at Insurance Cover to see if Bus shelters are covered by the councils Insurance.

Official.gov.uk emails Cllr. Nicholas stated that it is in the Councils Standing Orders to use them any councillor not using the.gov.uk email would be in breach of them. She had spoken to Simon Mansell at CC who had expressed that all Cllrs should use the .gov address if available to them to be cyber secure. Clerk to clarify the position.

CCTV – St Pirans Hall – 3 members of the St Pirans Hall Management Committee had met with Cllrs Pascoe & Collins to facilitate the installation of CCTV at ST Pirans hall and field. Another meeting with the suppliers/ companies has been arranged for January 17th – Project Ongoing

E-mail from Andy Moore asking the Parish for assistance with – PA21/03366 | Certificate of lawfulness for replacement of existing permitted caravan with twin unit caravan, for the continued use as site office and accommodation, for the duration of implementing planning permission W1/04/P/1051. | The Gears, Gears Lane, TR20 9LB

This has come to our attention as Mr Moore has got nowhere with communications to Tara Sherfield Wong the County Councillor for our division, the Planning Dept and Enforcement at Cornwall Council

Briefly a very old planning consent exists for the conversion of the Old Fairground Museum into a number of residential units.

The planning approval is so old that there are no records of it available on line.

More recently a certificate of lawfulness has been applied for caravans on the site but not yet determined, and new caravans have been brought onto the site and are being used for residential purposes but no building work is taking place.

Nearby residents have expressed concern as:

1.They do not know what work is going to take place (as no plans are visible)

2.They have noted that the caravans have placed on the site ostensibly for occupation by the builders whilst the work is taking place have been occupied but no work is taking place

3. No-one is responding to reasonable requests for information.

He asked that this this matter was raised at tonight’s meeting so that the Parish Council can request action. He did say should any councillor who wished to view the site he would be happy to meet them.

The C of L was granted on 28/4/21 and attached notes on the 17/12/21

Cllr Nicholas asked that the email be forwarded to Alan Mason Louise Wood and Olly Monk at Cornwall Council.
